What You Will Be Doing:

As the Information Technology Manager, you will oversee IT vendor and project management functions and serve as the Chief Security Officer for the Workforce Training and Education Coordinating Board. This role requires advanced technical and analytical skills to manage the agency's IT operations, including maintaining all non-WATech applications and providing comprehensive IT services.Some of the Duties Include:Serve as an internal resource for all agency IT projects.Manage vendor contracts for the maintenance and development of the Access Equity applications.Monitor vendor performance and contract obligations, mitigating issues or concerns.Develop Requests for Proposals (RFPs), Statements of Work (SOW), and contracts for application development and maintenance teams.Lead the evaluation of responses, select the Apparent Successful Vendor, develop evaluation criteria, select evaluation team members, answer requests for additional information, and prepare RFP amendments.Ensure all system changes and enhancements are thoroughly tested to protect the quality of all WTB systems.Provide expert-level support to agency leadership, managers, and WTB staff.Oversee the implementation of new features and systems, developing training plans and guides for staff and stakeholders.Plan, design, and implement application systems to meet the business needs of the agency and external partners.Serve as a liaison between agency staff and the IT department, acting as the primary point of contact for statewide IT support of agency programs.Work with business units and external partners to gather business requirements for new system features or improvements.Collect and analyze data on technical problems, recommending software or hardware changes to address recurring issues.Notify customers about system-wide outages or issues; including routing help desk tickets to appropriate staff and provide immediate technical support when feasible.Required Qualifications:

To be eligible for this position, a candidate must possess one of the following required education and/or experience options:

[OPTION 1]:

A Bachelor’s degree in an Information Technology program, or a closely related field;

ANDFour (4) years of information technology experience, such as consulting, analyzing, designing, programming, installing and/or maintaining data warehouses; providing customer or technical support in data infrastructure; or administering or supervising staff who performed work in any of these areas.Note:

Additional years of experience can substitute, year-for-year, for education requirements.[OPTION 2]:

An Associate degree or higher in an Information Technology program, or a closely related field;

ANDSix (6) years of information technology experience, such as consulting, analyzing, designing, programming, installing and/or maintaining data warehouses; providing customer or technical support in data infrastructure; or administering or supervising staff who performed work in any of these areas.Note:

Additional years of experience can substitute, year-for-year, for education requirements.[OPTION 3]:

Eight (8) years of information technology experience, such as consulting, analyzing, designing, programming, installing and/or maintaining data warehouses; providing customer or technical support in data infrastructure; or administering or supervising staff who performed work in any of these areas.In addition to the above required experience and/or education, a candidate must possess the following required qualifications:Two (2) years of experience in building secure database environments and utilizing encryption technologies.Two (2) years of experience in successful management or project lead experience developing and implementing large-scale project plans for high-visibility, enterprise-wide technology systems.Three (3) years of experience working with programming software such as Python, Visual Studio, C-Sharp, ASP.NET, JavaScript/jQuery, T-SQL, SSIS.Excellent verbal and written communication skills, with the ability to effectively convey technical concepts to both technical and non-technical stakeholders.Preferred Qualifications:

Ability to work well in a team environment and experience building cohesive collaborative teams within complex, political environments.Legal and Regulatory Compliance: Familiarity with relevant state and federal laws and regulations governing data privacy, security, and confidentiality.Knowledge of Workforce Systems: Understanding of the complexities and challenges within the workforce development system.How to Apply:
