Human Resources announces an opening for a 1.0 FTE position of Financial Analyst (I/II/III). This is a twelve-month full-time position and is graded as follows base on applicant experience/knowledge:

DISTINGUISHING FEATURES OF WORK : Financial Analyst II/III: Financial Analyst positions are on a career ladder with three levels. Progression from one level to the next is based on proficiency, training, and employment standards. The employee may be advanced non-competitively to the next level after fulfillment of all career ladder advancement requirements and upon recommendation of the supervisor and approval of the Human Resources Department. Responsible for performing a variety of duties relating to financial management of the school system, including budgeting, accounting, purchasing, payables, auditing, state reporting, grant management and cash reconciliation. Provides analytical support in the development of the budget and the fiduciary responsibility of all funds.RESPONSIBILITIES:ILLUSTRATIVE EXAMPLES OF WORK : (These are intended as an illustration of the various types of work performed and may not include ALL possible duties performed. Provides financial management support to system-wide and school-based programs.Works closely with the Arlington County Treasurer's Office and APS Human Resources to reconcile costing and reconciliation issues.Assists in the annual external audit analyzing & researching data, preparing schedules, and submitting documentation.Record Accounts Receivables for year end.Prepares and/or reviews grant claims for accuracy. Monitors various grants through the Virginia Department of Education's OMEGA system.Work with HR to prepare annual 1099 forms.Work with the Arlington County Treasurers to annually address Unclaimed Property.Develops and uses sophisticated spreadsheets and programs for tracking, reporting, and analyzing financial information including revenue and expenditure accounts.Records receipt of payments from various sources such as credit card, ACH, checks, wires, etc. and troubleshoots reconciliation issues.Researches and provides responses to merchant credit card chargebacks.Reviews and/or processes journal entries for such things as: adjustments, reclassifications, budgets, and various corrections to the accounting records.Drafts and/or revises financial School Board Policies and Procedures as needed.Monitors staff P-Card activity.Audit IExpense, P-Card and/or Accounts Payable batches.Assists school Treasurers in the handling of their School Activity AccountsEXPERIENCE:EXPERIENCE :
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES : The candidate's qualifying experience must be in finance with strong knowledge of generally accepted budgeting, accounting and related financial management principles and practices. Background in financial management computer software is necessary with specific ORACLE skills preferred. The applicant must be able to work successfully with staff from various backgrounds. The successful applicant will be a critical thinker, independent worker, and can multi-task, and demonstrate skills in writing clearly and concisely about financial information. This position also requires the ability to work within time constraints, to problem solve and to provide solutions and analysis that is clearly written and/or clearly provided orally. In addition to being adept at compiling information, the applicant must be able to look at the data and determine whether the results are reasonable. The applicant must be able to present financial analysis to users of all different levels within the organization. A candidate for this position must be very well-organized, extremely accurate with numbers and be detail-oriented to a fault. Skills such as planning, organizing, coordinating, and communicating effectively are a must. The ability to establish and maintain effective working relationships with fellow employees, staff from other governmental agencies, School Board and the public is another necessary qualification.QUALIFICATIONS:MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS : A bachelor's degree from an accredited college or university with major work in accounting, public or business administration or any equivalent combination of education and experience which demonstrates that the applicant possesses the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position. Candidates with at least three years of relevant work experience are preferred as are candidates where that experience includes the use of financial management computer programs with preference given to experience with ORACLE software.
