Job Responsibilities

IT Business Analyst III

The Department of Administration's (Admin) Executive Budget Office (EBO) is seeking an IT Business Analyst III to join the team. Join state government with the team responsible for assisting the Governor's Office in the development of the Executive Budget and oversight of the annual state budget for South Carolina. In this role you will serve with overall responsibility for the development and management of reporting and data analytics systems used to support the operations of the Executive Budget Office. Lead statewide and division-wide data analytics projects under the direction of the EBO Director.

Responsibilities of the IT Business Analyst III:

Implement, upgrade, and support reporting, analytics, and business intelligence solutions to meet the information needs and strategic goals of the Executive Budget Office and support the state's budgetary decision-making processes.Maintain EBO information systems to ensure their successful use in developing, tracking, and monitoring the state's operating and capital budgets. Develop enterprise and functional area specific reports to meet EBO staff and agency reporting needs.Evaluate current business processes and procedures and recommend appropriate system enhancements or automation solutions which increase the efficiency and effectiveness of EBO processes.Serve as the subject matter expert and liaison with the Office of Administrative Services-Information Technology, SC Enterprise Information Systems, and Office of Technology and Information Services staffs.Communicate business needs with technical staff and ensure business needs are being met. Coordinate all testing, evaluation, and development of information, reporting, and analytic systems to ensure appropriate functional and security requirements are met.Assist in the development and delivery of reporting systems training to internal and external users. Provide end-user and system support to ensure user needs are met along with providing resolution for technical support issues.Minimum and Additional Requirements

A bachelor's degree in computer science or a related area and experience in computer system development and modification with at least two (2) years of experience with financial/data analysis or designing, developing, deploying, and maintaining data analytics or other reporting software.Additional Requirements:

Knowledge of capabilities and intricacies of information systems and database applications.Ability to understand and carryout moderately complex technical instructions and requests.Ability to work effectively with internal and external users, key stakeholders, and other IT personnel.Ability to create, test, and debug reporting software.Previous experience with SAP Business Warehouse, Business Object, Tableau, or similar reporting modules is a plus.
