MISSION:It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

JOB PURPOSE:Under general supervision of the Senior Classification and Compensation Manager. This position is responsible for analyzing and processing requests for reclassifications, promotions, reassignments, demotions, and in-band salary increases, in accordance with State HR Regulations and internal policies.

JOB RESPONSIBILITIES:

Reviews and analyzes managerial requests for salary adjustments due to demotions, reassignments, reclassifications, promotions, temporary salary adjustments etc.

Assists in monitoring temporary salary adjustments to prevent surpassing the 12 months period or indicated deadline.

Prepares employee correspondence for all promotions, reassignments, demotions, and salary increases.

Reviews position descriptions for accuracy, processes classification and compensation requests, and makes recommendations in accordance with State HR Regulations and internal procedures.

Researches and compiles internal and external data for compensation analysis.

Provides technical support and documents to staff, management and employees regarding SCEIS.

Generates various reports to ensure salary equity and pay increases are timely.

Reviews all new hire paperwork to ensure the applicant meets the minimum requirements.

Ensures all internal movement paperwork, background checks and approvals are submitted timely and in accordance with the Human Resources Standards Operating Procedures.

Verifies temporary rehire (Temporary Hourly, Temporary Grant, and Time Limited) employment functions to include temporary rehire documents, monitoring temporary hourly 12 months working period, separating temporary hourly employees, ensure positions are established by the SCEIS Team, and other requirements in accordance with agency and state policies.

Creates and maintains routine reports through BEX.

Processes monthly and other reports generated to include, but not limited to vacancy reports, EPMS reports, Employee Position/Demographic report, temporary employee report, and annual reports.

Ensures that data in SCEIS is accurate and complete.

Provides various workforce analysis information to the Human Resources Director and Senior Managers as needed or directed.

Assists in ensuring the Agency's Internal Pay Plan is updated and movements within internal levels are consistent.

Assists in monitoring temporary salary adjustments.

Assist in processing Class and Comp related action items within the HR portal.

Performs other related job duties, as requested, or required.Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:A bachelor's degree and relevant experience.

ADDITIONAL REQUIREMENTS:Knowledge of principles and practices of human resource management.

Knowledge of the relevant human resources policies and procedures and of agency policies and procedures.

Knowledge of federal laws and state regulations affecting human resources.

Ability to maintain effective working relationships with coworkers, employees, and retirees; ability to communicate effectively orally and in written form; ability to review written materials and financial information and detect discrepancies; ability to organize and process a large volume of work and process mathematical calculations with a high degree of accuracy.

Ability to analyze needs and to recommend and communicate solutions effectively.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.
