Pay range: $121,213 - $225,061

WE ARE HIRING FOR ONE MANAGER POSITION. THIS ROLE CAN REPORT TO ANY OF OUR CURRENT SUBSIDIARY LOCATIONS.

Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States. The installations where we presently operate are home to nearly 350,000 military and civilian personnel and families.

POSITION DEFINITION:The incumbent in this position is responsible for managing the Company’s Environmental, Health, and Safety Programs. This includes monitoring federal, state, and local environmental, water quality, and public water supply regulations and legislation, and assisting the Operations, Engineering, and Construction teams in compliance with these regulations.

ACCOUNTABILITY:The incumbent must work independently, exercise initiative and judgment in the performance of responsibilities in an environment of sensitive and confidential issues. Strong organizational and interpersonal skills are required.

ESSENTIAL JOB DUTIES:• Oversees the Company’s environmental and safety programs, including permits and OSHA directives, Illness and Injury Prevention Programs, Safety Audits, and training programs for compliance and process improvements.• Monitors the maintenance of documentation for accurate and timely record-keeping to meet regulatory guidelines.• Prepares/updates environmental, health, and safety policies, procedures, and guidelines for Officer approval.• Directs cross-site programs ensuring compliance with all Federal, state, and installation environmental health and safety regulations.• Initiates, coordinates, and participates in environmental audits and prepares assessments of Company property.• Analyzes proposed legislation and environmental regulations impacting the Company.• Develops and supervises training programs for employees regarding environmental health risks.• Conducts data analysis and prepares reports for management.• Serves as the Company’s representative on environmental, health, and safety committees.• Assists the Proposal Development team with environmental, health, and safety issues.• Coordinates activities with Federal, State, and Local officials on environmental permits.• Oversees research activities related to environmental, health, and safety issues.• Coordinates public education notices related to water system compliance.• Identifies environmental, health, and safety hazards to minimize liability.• Assists Utility Managers with training in technical expertise and compliance.• Manages technical staff and oversees the Environmental Health & Safety Budget.• Performs periodic field inspections and analyses for continuous improvement.• Develops methodologies and standards for data products to meet organizational needs.

MINIMUM POSITION QUALIFICATIONS:• Bachelor’s Degree in Environmental Science, Environmental Engineering, or related field; Master’s degree highly desirable.• Minimum 10 years of experience in environmental engineering and water/wastewater operations.• Minimum 10 years direct safety experience and/or supervision in construction or regulatory oversight.• Minimum 5 years’ experience supervising technical staff.• Excellent verbal and written communication skills.• Valid Driver’s License required.• Must pass Federal OSHA and/or State Mandated Safety training.• Willingness to travel as required.

PHYSICAL REQUIREMENTS:May include standing, climbing, walking, lifting up to 20 lbs, and other physical activities.

COMPENSATION INFORMATION:The compensation range is determined by skills, experience, education, and other job-related factors.
