Reporting to the Town Engineer and Highway Surveyor, the Stormwater Engineer provides oversight of the Town’s compliance with applicable federal and state stormwater laws, rules, and permits in support of the Town’s Municipal Separate Storm Sewer System (MS4), National Pollutant Discharge Elimination System (NPDES) permit, and the Town’s overall Stormwater Program. The employee provides stormwater and general environmental support to municipal staff, including the Highway Department and Conservation Commission.Please include an email address with your submission.The Town of Milford is an EO/AA employer.Qualifications

Required Qualifications, Education, and Experience:

Bachelor of Science Degree in Environmental or Civil Engineering with a minimum of three (3) years of civil engineering experience or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Must possess applicable field experience in construction or inspections and a Massachusetts Class D Motor Vehicle license.Preferred Qualifications, Education, and Experience:

One (1) year of municipal experience; work experience in stormwater regulation or MS4; Certified Soil Evaluator.Special Requirements

Knowledge, Skills, & Abilities:Thorough knowledge of principles and practices of engineering, research methods, and report presentation.Knowledge of department office procedures and Town government functions.Knowledge of technology, including but not limited to office software (word processing, spreadsheets) and use of the Internet and email systems in support of department operations. Proficient in data processing, and specialty software such as Adobe Acrobat; AutoCAD, GIS, and HydroCAD skills are a plus.Knowledge of environmental laws and regulations as they pertain to construction and operation of municipal drainage and sewer systems. State and local laws and/or regulations as they relate to engineering, the environment, and infrastructure improvement. Understanding of local, state, and federal funding mechanisms for infrastructure.Knowledge of standard operation and maintenance procedures for common stormwater Best Management Practices (BMPs).Familiarity with grants and ability to assist with administering grants is a plus.Above average customer service, written, and oral communication skills along with good judgment are essential. Must have excellent analytical skills.Ability to use and interpret graphical information such as construction plans, schematic drawings, flow charts, layouts, and other visual aids.Ability to interpret information accurately and make decisions based on existing laws, regulations, and policies.Ability to prioritize work and to perform multiple tasks in a timely, organized, and accurate manner.Category:
