Part-Time Fire Chief
GENERAL PURPOSEDirects and manages all aspects of the Fire Department and the services it provides. The Fire Chief is responsible for recommending and developing protection of the life and property in Hinckley Township. Administrative duties include planning, directing and coordinating department activities. The Fire Chief is responsible for recruitment and retention of personnel, purchase of equipment and assignment of personnel. The Fire Chief shall consult the Hinckley Township Board of Trustees on issues of policy and planning. The Fire Chief shall work independently in supervising technical operations.
Essential Duties and Responsibilities:
Directs and oversees the activities of the fire department
Responsible for staffing, scheduling and incident report accuracy
Bi-weekly payroll
Submit reports to state and national fire and EMS reporting systems
Oversee training records and certifications
Plans, implements and reviews the long and short-range goals of the fire department
Develops policies for the administration of the fire department
Evaluates needs and makes recommendations for the purchase/construction of facilities, apparatus and equipment
Prepares budgets and controls expenditures
Establishes operational standards for the fire department
Determines training requirements and oversees training programs
Determines records and reports required and data needed by the fire department
Directs fire suppression operations, rescues and emergency care at scenes
Develops recommendations for the protection of life and property within Hinckley Township
Consults with the Board of Trustees and department heads on issues relating to firefighting, EMS and related services
Directs administrative functions including planning, personnel administration, equipment purchasing and the allocation of resources
Demonstrates a proficiency in improving operations, streamlining processes and cooperatively working to improve services to the residents/businesses of Hinckley Township
Desired Minimum Qualifications:Knowledge of:
Modern strategy and tactics of firefighting principles and practices
Capabilities of the Hinckley Township Fire Department and surrounding agencies
County Mutual Aid Box Alarm System (MABAS)
The use of fire records and their application to fire prevention, protection and administration
The rules and regulations of the department, resolutions of the Township, and laws of the State of Ohio as they pertain to the Fire Department
Proficient in Microsoft Office Products
Ability to:
Prepare short term and long term budgets and comply with the same
Account for and properly document department-related expenditures
Direct and coordinate a multidisciplinary staff in firefighting, fire prevention, and emergency medical service, revise, review, implement, and enforce department-wide policies and procedures
Assess department training needs, and devise and implement ongoing training plan
Perform a broad range of supervisory responsibilities over others
Maintain discipline and respect for others
Lead and command effectively in emergency situations
Review and document the work of others for compliance to standards
Perform other functions as assigned
Communicate effectively and work collaboratively with Township Administrative personnel
Training and Experience:
Preferred qualifications include enrollment in or completion of the NFA Executive Fire Officers Program, Chief Officer Certification or Ohio Fire Executive Program
Experience working in an ALS/BLS delivery system with a minimum of EMT-B (EMT-P highly preferred) certification
Five years of related experience
