Job Summary:

We are seeking an experienced and highly skilled Program Manager to join our dynamic team. The ideal candidate will be responsible for overseeing multiple projects simultaneously, ensuring timely completion, and fostering a collaborative environment. The Program Manager will be instrumental in leading cross-functional teams, managing budgets, and driving projects from initiation to delivery. This role requires strong leadership, exceptional organizational skills, and a deep understanding of the latest project management methodologies. The Program Manager will help advance the GCRA mission by planning, directing and coordinating GCRA programs. The manager will manage the day-to-day program activities, which includes creating and managing program initiatives and providing HUD Program compliance as well as other special funds oversight. Additional responsibilities include collaborating with GCRA staff, Board Members, community partners, and local government to ensure program success. Essential Duties and Responsibilities:

Develops and provides oversight for completion of GCRA five-year Consolidated Plan (CP), Annual Action Plan (AP) and Consolidated Annual Performance Evaluation Plan (CAPER). Attends Public hearing in the municipalities and County.

Collaborate with Finance Department for IDIS input and compliance.

Provides regular project updates to GCRA staff and Executive Director including but not limited to creating and distributing reports and delivering presentations.

Develops and adheres to HUD Annual Action Plan budget.

Adheres to HUD Compliance and stays up to date with HUD regulations.

Gathers information and tracks metrics to support existing funding activities; seeks new opportunities for new grant proposals related to multi-unit housing, facility improvement and other affordable housing initiatives.

Collaborates with Executive Director, local government officials and community partners to ensure effective management of US Department of Housing and Urban Development (HUD) fund allocations within targeted areas in accordance with GCRA mission.

Partners with community leaders and planners to develop strategies and master plans for neighborhood redevelopment.

Attends/leads the public hearings with local municipalities and other strategic areas.

Implements projects for special interest areas and local municipalities in accordance with GCRA mission.

Supervises direct reports and monitors the effectiveness and results of GCRA programs within areas of responsibility and adjusts where needed.

Ensures compliance with government and grant guidelines, where applicable.

Assists with the procurement of professional service vendors and contractors as needed.

Seeks and initiates the application of other special funds such as EPA and SC Housing Funds.

Programmatic management of Brownfield funds from EPA.

Performs other job-related duties as assigned.

Qualifications:

Bachelor’s degree in Business or Public Administration required, Master’s degree in related field preferred.

Minimum of 5-7 years in Planning, Project and Program Management or Public Administration and Community Development.

Expert knowledge in HUD programs and grant administration.

Expert understanding in zoning, site planning and real estate/community development and funding.

Able to build relationships and collaborate with both internal and external organization partners.

Excellent communication and presentation skills.

Proficient in Word, Excel and PowerPoint.

Ability to work in a fast-paced environment and prioritize multiple projects simultaneously.

$72,000.00 - $110,000.00 per year
