The annual non-pay expenditure of the Trusts in the health community over which the Procurement Shared Services (PSS) has influence is approximately £70m. PSS provides procurement services to the following Customers:Gloucestershire Hospitals NHS Foundation TrustGloucestershire Care Services NHS TrustGloucester Managed ServicesWithin PSS, there are 3 Procurement Specialists working within a Customer/Divisional team. The Procurement Specialist has no budgetary responsibilities but will deal with minor disciplinary issues, allocation of workload and monitoring outputs and delivery to ensure standards and deadlines are achieved and monitor staff sickness / annual leave arrangements for the team. The Procurement Specialist has access to management support but has day-to-day autonomy to proceed with the work of the section. Accountable to Procurement Manager(s).Main duties of the job

Responsible for the procurement of Goods, Services and Works as required under the direction of the Procurement Manager, to achieve the most economically advantageous result at least risk, and consistent with UK Public Procurement Regulations, Standing Financial Instructions and the operational requirements of the Constituent Organisations and Clients. This will include but not limited to:Invitation to quote/tender and commercial evaluationNegotiations with suppliers and contractorsPlacement of orders and contracts compliant with the Customers' Standing Financial Instructions, Procurement Policy and current legislation.Managing competing prioritiesDelivery of annual workplan and achievement of performance and savings targets.When required, supervise a team of Procurement Officers and Procurement Assistants.Job responsibilities

Undertake formal quotation and tender exercises for the purchase of goods, services and leases in accordance with Trusts Standing Financial Instructions. This will include but not limited to:The development and review of specifications for the purchase of goods and services in conjunction with Customer requirements.Sourcing, vetting and developing a list of suppliers and contractors to meet a varied purchasing portfolio.Preparation and issue of clear and concise Invitations to Quote/Tender and other enquiry documents where necessary consulting with other specialist departments.Delivery of commercially robust contracts that demonstrate best value outcomes and contribute to savings targets.Placement of orders and contracts and establishing catalogues, thereafter monitoring deliverables in conjunction with the user.Undertake UK Public Procurement tender exercises or participate in collaborative procurement exercises under the guidance of Procurement Manager.Liaison with suppliers with regards to costs, product information and query resolution.Challenge current purchasing practices, identifying and delivering reduction of costs / streamlined processes and elimination of waste. This will include liaison with suppliers with regard to price negotiation.Provide sound commercial advice and management information/data analysis as required for use by others to make purchasing decisions.Attendance at user group meetings and assist in developing/raising the profile PSS both inside and outside the Trusts.Develop and maintain Process Manuals for Customer and Procurement staff use and ensure they are communicated widely and effectively.Person Specification

Qualifications

GCSE Maths & English, grade C or above (or equivalent)A Bachelor’s level degree or equivalent work experienceCIPS Level 4 Diploma or EquivalentExperience

Working in a procurement functionGood working knowledge and understanding of sourcing and tendering methodsAn understanding of the principles of negotiationKnowledge/ Skills
