Summary
Under direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public. Flexibility to achieve performance excellence in a telework arrangement.Duties and Responsibilities
Serves as the leading subject matter expert within the Application Development team, individually motivated and operating with a sense of urgency and personal accountabilityReviews new project requests and identifies the appropriate direction to take for custom developmentProvides guidance and mentorship to Application Development team members to aid in their professional developmentServes as lead developer for Application Development team project effortsIdentifies support needs across all development platforms with estimated levels of effort for completionDevelops mitigation plans for ensuring application components and integrations remain on supported versions to prevent service disruptionsAnalyzes, designs, coordinates and oversees the implementation and/or development of software systems and integrations to ensure standardized programming methodologies are utilizedCollaborates with other technical leads to ensure system and technical architectures are aligned with business and application standardsCollaborates with other technical leads to analyze and document technical impacts and dependencies in support of application development and integration processesResearches, summarizes, and keeps the team abreast of strategic information from all sourcesDevelops new solutions and applications with a focus on utilizing Azure Government Platform-as-a-Service offerings and .NET CoreCreates and guides Application Development through assigned application documentation which may include code, workflow, architecture, environment, database, installation, and troubleshooting diagrams or guidesResponsible for translating requirements into application features, and communicating with project managers and business analysts for more information and clarification as appropriateApplies a full understanding of established systems software development and integration principles and best practices to analyze complex issues and update or modify working methodsReviews and repairs legacy application codeResponds promptly and professionally to service requests and bug reportsPerforms root cause analysis of reported application issues and provides long term solutionsResponsible for planning, processing and performing all assigned work in an efficient mannerPerforms other related technology duties and projects as assignedMinimum Qualifications
Graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Software Engineering, or a closely IT-related major, and seven (7) or more years of Application Development and Integration experience; or an equivalent combination of education and experience.Must have experience with Microsoft Azure Government Development (App Service, App Service Environment, Azure Active Directory, Microsoft Graph API, Azure SQL DB, Azure Cosmos DB)Experience with 4 or more of the following is required: ASP.NET, MVC, JavaScript/JQuery, HTML5/CSS3, RESTful Services, Microsoft Active Directory, OAuth, XML, JSONStrong knowledge and experience in .NET development using the C# programming language; strong knowledge of Software Development Lifecycle and Software Design patterns; strong knowledge of database design (normalization, referential integrity, indexes), development (T-SQL scripting, stored procedures, functions, and optimization), and security using Microsoft SQL Server; moderate knowledge of infrastructure technology (networking, servers, storage, etc.); working knowledge of Microsoft OfficeExperience with Enterprise Service Bus (ESB) architectures (Integration Brokers, XML, API, Services); experience with enterprise architecture integration technologies; experience with agile software development methodologies; experience with XML, SOAP, REST and/or Web Services; experience working with infrastructure technology (networking, servers, storage, etc.)Experience working with Azure DevOps, GitHub, or other source control repositoriesExpertise skill in software, hardware, data structures, and communications technology across multiple platforms; strong skill of subject matter expertise in integration, interfaces, applications and architectures; skill in providing good estimates, and realistic implementation schedules for tasks, projects and initiativesStrong skill in graphical, written and verbal communicationAbility to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general publicMust clear and maintain a favorable background investigation and clearance performed by Bexar CountyMust clear a pre-employment physical and a pre-employment drug screen test performed by Bexar CountyAfter-hours work may be required occasionally during outages, after-hours deployments and maintenance windowsRequired to be on call 24 hoursMay be required to work more than 40 hours during the work weekMay be required to work weekendsPreferred Qualifications:
