Job Description:Performs advanced (senior-level) project management work and technical assistance under the supervision of the Director of Data Analytics and Special Projects within the Community Health Improvement (CHI) Division. Work involves providing division-level coordination, planning, and management of IT-related projects, throughout the project life-cycle, to completion. Projects will range in complexity, scope, and duration with competing priorities. This position will work with the sections/programs to initiate, describe, develop, and implement technical solutions which will meet the goal of data modernization for the division. This position will assist with gathering the project requirements, measuring deliverables, communicating across multiple teams, and monitoring project quality, timelines, budgets, contracts, and risks. Identifies issues and risks related to IT projects, processes requests and initiatives, and coordinates with CHI programs and HHS IT to mitigate/resolve. Assists CHI programs in analyzing program requirements and procedures and developing strategies to improve IT-related operations. Coordinates and completes CHI and agency assignments. Interprets policies, procedures, rules, regulations, and standards and develops and maintains division policies and procedures. Participates in meetings on behalf of the division and prepares summaries and briefing documents to inform and/or request action by the Director, Associate Commissioner and/or sections. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position may direct, assign and evaluate the work of project staff but is non-supervisory. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency's mission critical reporting requirements.

Essential Job Functions:EJF 1. Manages all CHI IT project activities to establish project goals and objectives, sets and tracks deliverables/ milestones, demonstrates time management, negotiation, and facilitation skills, identifies project risks and gaps, analyzes complex information, uses sound judgment in making critical decisions and develops plans to address identified issues. Acts as liaison and oversees projects between the Programs/Sections, Division Office, Information Technology (IT) development teams, other agency systems and state entities, such as HHSC and DSHS Health Service Regions. Applies principles of project management and works with managers, project sponsors, staff, and DSHS IT development teams to identify, define, analyze, plan, and justify business/system requirements and processes; defines project scope; develops project schedules; formulates descriptions of problems and devises optimum solutions; and reviews, tests, and implements modifications to new and existing automated management information systems. Develops strategies for improving IT-related program operations, writes work plans for projects and oversees and monitor progress. Will organize, participate in, and lead a variety of meetings or work groups. Prepares and presents verbal and written project communications to executive leadership and stakeholders. (40%)

EJF 2. Develops and implements strategic planning actions and policy decisions related to automation systems for multiple programmatic areas. Evaluates reporting requirements and oversees the interaction between programmatic staff and DSHS IT staff to identify and describe the complex interplay between technology and program activities to achieve a trustworthy, outcome-based system used to provide a strategic basis to improve program policies and procedures. Manages project activities to establish project goals and objectives, uses sound judgment in making critical decisions, analyzes complex information and develops plans to address identified issues, demonstrates negotiation and facilitation skills, identifies project risks and gaps. (35%)

EJF 3. Provides guidance to section leadership in the analysis of program requirements and procedures and the development and integration of new strategies to improve programs. Works with sections to improve operational efficiency and provides support to plan and carry out quality improvement initiatives and special projects. Assists with identifying and prioritizing business needs, ensuring alignment with agency goals. Identifies opportunities to utilize existing or future technology to meet business needs. Leads monthly IT meetings with section IT liaisons. Completes assignments concerning IT and coordinates with sections to ensure accuracy and validity of information. (20%)

EJF 4. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency's mission critical reporting requirements. (5%)

Initial Selection Criteria:Graduation from an accredited four-year college or university. Master's degree preferred.

Two or more years of experience in project management tools, techniques, and processes related to the management of project scope, time, budget, product quality, and risks.

Experience in using computer application development.

Experience in project management software.

Experience in facilitating workgroups, projects, and meetings.
