Job Description:Data Analyst IVThe Civil Rights Data Analyst (CRDA) is selected by and responsible to the HHSC Civil Rights Office (CRO) Data Manager, Data Analyst V. The CRDA performs complex (journey-level) data analytics and data research work related to civil rights, Equal Opportunity and Equal Employment Opportunity (EEO) in programs and services. Includes statistical modeling on existing data and analyzing statistical data related to CRO work activities and workforce and the HHS agency workforce. Serves as the Data Team Lead, assists the manager in training staff and reviews the work of other Data Analysts.Work involves advanced consultative and technical work, advanced initiatives and projects that include collection, query, organization and analysis of data.Work involves developing and implementing advanced methods and procedures for improved processes, routine reporting to identify staff utilization, compliance and work flow. Work includes development of and monitoring of work, processing, and analyzing CRO work tasks and other data elements and identifying patterns and trends within the CRO and HHS system.Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:EJF 1: Performs data analytics, data research related to civil rights in programs and services and EEO.Develops effective techniques for data analysis and research. Collects, queries, and analyzes data using standard statistical tools, applications, methods and techniques. Interprets data analysis results to identify significant differences and trends in data to inform decisions. Participates in planning, development, implementation and evaluation of civil rights data collection. (35%)

EJF 2: Serves as the Data Team Lead. Assists in training data team members. Provides guidance to other Data Analysts, identifying data gaps, errors, anomalies and inconsistencies and redundancies by analyzing content, structure and relationships within data. Assists with management and changes of the Civil Rights Procedures Guide (CRPG) in areas related to data. Uses the CRPG to provide guidance. (20%)

EJF 3: Consults with internal and external customers to identify data analytic needs. Provides consultative services and technical assistance to CRO management and agency management regarding data for employment, service-related complaints, reasonable accommodations, administrative complaints, training, workforce, HR personnel actions and other data as needed. (20%)

EJF 4: Prepares routine and adhoc reports for CRO management and HHS management. Reports assist management with data for workload monitoring; to identify trends, patterns, areas in work process that are working well and needs for improvement, to develop action plans for improvement or initiating new programs. (15%)

EJF 5: Performs other duties as assigned. (10%)

Knowledge Skills Abilities:Knowledge of statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling protecting and distributing confidential data.Knowledge of and ability to interpret applicable federal and state laws pertaining to civil rights such as Titles VI and VII of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Texas Commission on Human Rights Act of 1983, and the Americans with Disabilities Act of 1990.Knowledge of data models, database design development data mining and segmentation techniques. Knowledge of HHSC programs, policies, functions and objectives.Skill in gathering and organizing information and in summarizing facts logically and persuasively.Skill in presenting ideas and information.Skill in analyzing problems and devising effective solutions.Skill and ability to develop and evaluate policies and procedures.Skill in the use of personal computer and applicable software, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.Ability to relate and communicate with employees at all levels.Ability to effectively communicate orally and in writing.Ability to compile, review and analyze data, to prepare concise and accurate reports with attention to detail.Ability to research, organize, correlate, and analyze statistical information to substantiate hypotheses or findings; to devise solutions to problems; and prepare concise reports.Ability to develop and maintain effective working relationships with HHSC agency staff and customers.

Initial Selection Criteria:Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.

Experience using spreadsheets, databases, word processing software such as Microsoft ACCESS, EXCEL, and WORD. Experience with HEART preferred.

Experience compiling reports from spreadsheets and databases.
