Pay Rate : $51 / hour*W2

Minimum QualificationsAbility to work collaboratively and effectively with colleagues, and as a member of a team.Ability to gather, organize and analyze information.Strong background in SAS and data manipulation experienceAbility to exercise critical thinking and apply problem solving skills.Ability to understand moderately complex data and apply it to decision making.Ability to present ideas to a varied audience effectively, both orally and in writing.Proficient in the use of MS Office, including Excel and PowerPoint.Ability to learn and develop expertise in proprietary software and agency database systems.Ability to balance work between multiple projects, establish priorities and meet deadlines.Ability to manage time effectively, keep a project on track, and accomplish goals.

Preferred Experience:Eligible candidates must meet the minimum experience and training required for the job: Possession of either a Doctor of Public Health (DrPH) degree, Doctor of Philosophy (PhD) degree in epidemiology or in a biological science such as biology, genetics, nursing or virology;AND at least three years of professional experience utilizing the Statistical Analysis System (SAS) to analyze data. OR Either a Master of Public Health (MPH) degree or Master of Science (MS) degree in epidemiology or statistics;AND at least three years of professional experience utilizing the Statistical Analysis System (SAS) to analyze data. AND Experience working with persons living with HIV, HIV service providers, and culturally diverse populations.Experience in data reporting, management, and statistical analysis utilizing tools such as SAS

Role Description:The responsibilities for this position are to (a) receive, process, and manage HIV/AIDS data, (b) perform data analysis using SAS and produce reports (using MS Office Word, PowerPoint, Access, and Excel), (c) review data for errors and initiate corrective actions, (d) distribute data in compliance with existing polices and regulations, and (e) provide HIV/AIDS expertise and training support upon request. Ensure that all provided HIV/AIDS and public health consultative services meet published national standards of excellence, practice and timeliness. This employee will work closely with the HIV surveillance and Division of HIV Disease staff to advance the objectives of HIV surveillance and prevention in Pennsylvania. This position will report directly to the Director, HIV surveillance & Epidemiology Program.

Performs data management and analysis using SAS.Developments, implementations and evaluates activities intended to improve HIV/AIDS programs in the Commonwealth of Pennsylvania.Provides support for the use of data and interpretation of reports.Procures a wide array of relevant data resources and performs analysis.Produces reports using MS Office Word, PowerPoint, Access, and Excel.Interprets results and summaries findings.Initiates process evaluation and outcomes.Conducts quality assurance activities and assists in quality improvement projects.Identifies and develops capacity building opportunities.Provides technical assistance on HIV/AIDS-related issues and activities.Nurtures coordination and collaboration with a variety of partners/stakeholders.Prepares reports for funders/stakeholders/leadership on activities (may be verbal, written or electronic)Coordinates activities closely with staff to generate relevant data to meet set objectives.May participate on state and/or federal committees/workgroups.
