Seattle Colleges District at Siegal Center is looking to hire a Director of Compliance in the Human Resources Department.

Position Summary

Under the supervision of the Vice Chancellor of Human Resources, the Director of Compliance will be responsible for providing strategic leadership and technical guidance regarding the District's compliance with Title IX, policies and procedures, ethics, and public records law which includes development and implementation of applicable policy, procedure and administrative rules to ensure compliance with these and other laws. The Director is responsible for the production and presentation of reports on compliance efforts to employees, the Boards of Trustees, committees of the Boards, and other regulatory bodies; leads the development and implementation of mandatory employee trainings; collaborates with other department leaders to ensure that policies and procedures are enforced and takes appropriate action if needed.

This position is full-time, working 40 hours per week, Monday through Friday, primarily 8-4:30 pm.

This position works a hybrid schedule of both remote and on-site work.

Salary Range for this position is $119,970.00 to $165,671.00 annually .

What you will be working on:

Compliance and investigations:

Direct the work of the district Investigators and Title IX Coordinators, including hiring, training, supervising, managing, and providing ongoing support and development.

Collaborate with other departments and affiliated legal entities to direct compliance issues to appropriate and existing channels for investigation and resolution.

Advises key members of senior management on compliance related matters including, investigations, potential risks, litigation cases, trends, and policy issues.

Works across multiple organizational structures and processes to ensure that the District's response to Title IX issues complies with legal mandates and District policy.

Oversees the management of Title IX investigations across the District.

Advises HR Directors and Student Services Departments regarding Title IX technical issues.

Working with the vendor, develops structure and effective use of Title IX and policy violation case tracking software. Manages districtwide implementation and utilization to track Title IX and other discrimination-based cases effectively and accurately.

Ensures that relevant compliance forms and materials are updated and are being used consistently across the campuses.

Compiles data reports and analysis on Title IX complaints to provide recommendations to senior leadership.

As needed, thoroughly and expeditiously, reviews and investigates complaints of discrimination, harassment, sexual harassment, sexual violence and retaliation.

Training:

Advise and update the Vice Chancellor of Human Resources on guidance and training needed for each employee type.

Collaborates with HR Directors, Investigators, and Title IX Coordinators to develop and conduct prevention of gender discrimination training, bystander intervention, sexual harassment training, and other Title IX related presentations.

Facilitates interdepartmental ad hoc meetings between HR and Student Services, Public Safety, Disability Services, Counseling, and other applicable departments to discuss best strategies on integrating services for staff and students.

Policies:

Manages process for developing and updating the District's policies and procedures. Determines the schedule for policy and procedures review; prepares policy and procedure statements.

Manages record keeping for policies and procedures, including tracking revisions and recording the Board of Trustees final approval.

Provides direction and support for the Washington Administrative Code (WAC) process, including filing forms, tracking schedules, ensuring that documents are in the correct format, and communicating as appropriate within the college community and with external agencies.

Ensures that the legal requirements for WAC processes are followed.

Public Records Officer:

Supervise Public Records Manager.

Maintains Seattle Colleges public records request docket and database, records public record requests, and in collaboration with other District Office divisions, responds to all requests within statutory timelines.

As required, works directly with the assigned Assistant Attorney General to ensure compliance with Public Records law.

As required, responds to Union Information Requests.

Assist Seattle Colleges assigned Assistant Attorney General in producing records as part of legal matters.

Other:

Serves as organizations designated representative in legal settlement conferences, verification of production subpoenas, admissions or stipulations, investigations and all other matters requiring an organizational representative. Involves outside counsel as appropriate in the above actions. Negotiates to resolve both formal and informal claims.

Serve as point person/lead for claims including those filed externally with EEOC, OCR, HRC, or AGO's office. This includes drafting position papers, participating in mediation, attending case resolution meetings, and responding to Requests for Information and Interrogatories.

Work closely with the Attorney General's office on producing responses on behalf of the District.

Works with outside counsel to monitor the organization's compliance with laws and regulations. Oversees investigations and corrective actions, as appropriate.

Serve as District's Ethics Officer.

Develop and implement District-wide ethics initiatives in order to create a positive and ethical culture.

Monitor and evaluate existing policies and procedures related to ethical decision-making.

Develop and implement effective policies and procedures related to ethics.

Provide advice and guidance to stakeholders on ethical decision-making.

Monitor and investigate any potential violations of ethics.

Perform other duties as required.

What you bring as a candidate:

Master's degree or Juris Doctor and five years of demonstrated success working or advising in a complex environment, ideally coordinating institutional compliance.

Demonstrated knowledge of relevant law including Title IX, public records, and OSHA rules.

Demonstrated experience in analyzing and prioritizing complex and emerging compliance issues.

Demonstrated professionalism, discretion and tact while working with highly sensitive and confidential materials.

Investigation experience.

Demonstrated proficiency with MS Office.

Demonstrated organizational skills and ability to handle high-volume workloads under legal deadlines.

Demonstrated database and/or file management experience.

Demonstrated excellent written and oral communication skills.

Demonstrated experience working in a diverse and multi-cultural higher education environment.

Demonstrated understanding of how institutional racism intersects with compliance, and ability to recommend changes to ensure equity.
