Job Description

New York City Health and Hospitals Corporation (New York, New York) seeks Systems Analyst to:Monitor, analyze, and create financial models for several expense categories.Work with large datasets, perform analysis on historic trends, and support the review and understanding of facility spending and budget impact.Identify trends and perform variance analysis for major categories of spending.Develop a deep understanding of the primary components and drivers of spending in targeted areas, such as Pharmacy and Medical Surgical Supplies.Perform in-depth analysis of shared services, supporting the development of models for laboratory, radiology, etc. and completing impact analysis of initiatives including interdependencies and utilization trends.Perform high-level quantitative and qualitative business analytics using a variety of tools, to synthesize and present data.Develop financial models related to analytic findings. Study, review, and analyze existing systems, methods, procedures, and projects to determine whether systems meet operational needs.Recommend improvements and/or modifications of existing systems in terms of problems, bottlenecks, and inadequate utilization of resources.Implement the development of approved systems and subsystems.Design and implement approved parallel systems to minimize operational problems. Maintain, modify, improve, and monitor existing operational systems, standards of performance, qualify of controls and progress of assigned projects.Create internal project workplans and templates.Prepare and modify flow charts, diagrams, reports, and other documentation necessary for system design and modification.Participate in training staff in the implementation of new programs and system designs.Prepare manuals of systems and procedures; review and modify existing manuals.Utilize administrative management/applied analytic techniques to establish performance standards and input data, and to analyze alternative means of deriving data and recommendingoptimal methods.Minimum Qualifications

Master's Degreen in Public Administration, Business Administration, Applied Analytics, Mathematics, or a related analytical field, and three (3) months of experience utilizing financial analytic tools including, but not limited to PeopleSoft, Hyperion, Excel, and Tableau. Applicant must have completed coursework in Cloud Computing, Managing Data Online, and Python for Data Analysis.
