General Description of Duties

The HR recruiter works under direct supervision with latitude for independent judgment. Assists in strategically and proactively sourcing passive and active candidates to build and maintain a quality talent pipeline for current and future workforce needs. Understands external labor market conditions. Builds and maintains relationships with potential candidates, recruitment agencies, and associations. Provides program and administrative support; posts all recruited positions, may review resumes and contact candidates to ascertain fit and interest before referring to hiring managers, as appropriate. Performs full cycle recruiting, process improvement, position management, and data analysis. Responsible for recruiting staff for all Osceola County departments and partners with hiring managers to meet the organization's recruitment needs while providing a superior service experience for our candidates and hiring managers.

Manages full cycle recruiting process for candidates, ensuring a smooth and favorable candidate experience.Enters and updates job posting information in the County's recruitment software and to external sourcing sites.Consults with hiring managers to understand their recruitment needs, develops sourcing strategies to leverage diverse high caliber candidates, and prescreens candidates to assess their qualifications.Develops a working knowledge of departments to quickly identify hiring needs at the department level, as well as how that aligns with the broader organizational culture.Assists in developing pipeline of talent, specifically for frequently filled positions.Works creatively with department to review recruitment plans and identify resources for outreach and staffing needs.Provides consultation and training to departments in the use of best practices for using the talent management software system.Assists in sourcing candidates and building a strong network of candidates through expert use of online sourcing techniques, networking, and referrals.Assists in promoting new initiatives to increase pipeline and builds employer brand awareness.Actively utilizes social media forums, participates in and attends career fairs, visits high schools, vocational schools, and colleges to locate qualified individuals. (Some travel may be required.)Serves as a subject matter expert on Osceola County recruitment resources and tools.This is a Tier 2 position and as such, you will be directed to report as directed during a County emergency or disaster.Performs duties as assigned/necessary which are related, or logical in assignment to the position.Minimum Qualifications
Education:
Bachelor's Degree in Business Administration, Human Resources, Public Administration, or related field.
Experience:
Three (3) years of experience performing duties consistent with the essential job functions. Any combination of education and/or experience equivalent to the education and experience and required knowledge skills, and abilities sufficient to successfully perform the essential job functions.
Miscellaneous:
Must possess and maintain a valid Florida Driver's License.
Knowledge, Skills and Abilities
Thorough knowledge of laws, regulations, and best practices applicable to hiring and recruitment.Excellent interpersonal skills with good negotiation tactics.Ability to create and implement sourcing strategies for recruitment for a variety of roles.Proactive and independent with the ability to take initiative.Excellent time management skills with a proven ability to meet deadlines.Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.Proficient with Microsoft Office Suite or related software.Demonstrated knowledge and skills in data analysis, tracking, and reporting of recruitment and selections.Ability to establish, monitor, and meet quarterly and yearly HR metrics associated with recruitment goals.Excellent oral and written communication and presentation skills; interpersonal and organizational skills.Physical Demand Requirements:Physical Demand: Light
