Support the Human Resources Director in the administration and operation of Human Resources Department programs. Support the Human Resources Director in effectively managing and administering Human Resources Department. Work closely with senior leadership and other departmental managers to ensure alignment and successful execution of key HR programs. May be assigned oversight of other designated functions within the department. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.

DUTIES AND RESPONSIBILITIES

Develop, plan, implement, administer and direct the implementation of goals, objectives, policies, procedures, and work standards for the HR programs.

Review assigned program policies, procedures and management controls; recommend changes to Director or implement procedures as directed.

Assist the Director in the daily administration of HR services, as directed or assigned, including but not limited to administrative services, employment, employee and labor relations, compensation and classification, HR services, benefits and training.

Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor the distribution of work, support systems, and internal reporting relationships; identify opportunities for improvement and direct the implementation of change. Facilitate difficult interactions and escalate issues to a higher level, when warranted.

Ensure compliance with applicable state and federal laws and regulations related to HR programs and initiatives.

Foster cooperative working relationships with intergovernmental and regulatory agencies as well as internal executive management, elected officials, and managers.

Prepare and direct the preparation of a variety of written correspondence, reports, procedures, and other written materials. Prepare reports, compile statistics and maintain records in compliance with laws, regulations, rules and policies.

Identify trends that could affect organizational objectives and/or operational resources. Research best practices for addressing current and future HR challenges, and identify HR needs and opportunities for improvement.

Conduct strategic special projects as needed.

Assume the responsibility of the Director in the absence of the Director of Human Resources or as needed.

Assist with internal and external audits which includes but is not limited to: auditing existing processes, preparation for established audits and providing timely responses and documentation.

Assist in the development, communication, training and implementation of the Department's Emergency Operations Plan (EOP) which includes but is not limited to staff training; executive of the Emergency Management Procedures while ensuring safety, proper protocols, and system retrieval are effectively in place.

May prepare County Commission agenda items and provide technical expertise on human resources matters.

Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information.

MINIMUM QUALIFICATIONSBachelor’s degree in Business/Public Administration, with emphasis on personnel administration, human resources management, organizational behavior, or a related academic field and nine (9) years of human resources management, to include four (4) years in a managerial role. Any equivalent combination of related education and/or experience may be considered for the above requirements.

PREFERENCES:SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) current certification preferred.

Employee must complete required Supervisor classes if applicable.

WORKING CONDITIONS

All essential duties are performed indoors.

Duties are performed in a temperature-controlled environment.

Duties are performed on an even surface, which may be carpeted or tile.

Working surface is typically dry. Worker often works alone both with and without directions from supervisor.

Prolonged periods of sitting at a desk and working on a computer.

EQUIPMENT, TOOLS, AND MATERIALS

Equipment typically used in the performance of office duties include telephone, computer terminal, computer printer, computer keyboard, photocopy machine, fax machine and calculator.

Materials and products handled while performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
