The Technology Services Department (TS) of the City and County of Denver use state-of-the-art technologies and methodologies to deliver and improve the systems, applications, and operations to our customers. What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $100,000.00 - $112,000.00/year, based on education and experience. What You'll Do

The Application Services Division of Technology Services is looking to fill three positions of Senior IT Systems Analyst to support our Accela permitting, licensing and code enforcement application, Billing and Payments applications and our Safety applications. These individuals should be a proactive, strategic, forward thinker who can align project deliverables with the overall strategy of the Technology Services division.

In our Senior Systems Analyst positions, you will help support City applications by working in partnership with multiple City agencies. Your priority will be engaging with users and TS technical staff, along with vendors, to understand processes and business needs of our technology solutions.

The successful candidate must have a strong understanding of both business and system requirements gathering and analysis, as well as be able to effectively communicate with various stakeholders and deliver the most optimal deliverables and desired, understood outcomes and system requirements.

The Senior Systems Analyst will also be responsible for owning, tracking, and resolving Service Requests and occasional incidents within standard level agreements (SLAs) for the systems they are assigned to support. You will also be working with our customers and vendors to quickly resolve issues, generate timely and effective solutions for any pending or upcoming initiatives, and driving resolution of any systemic/recurring problems as needed.

In the Senior System Analyst role, you will also be expected to learn the various departments processes for the application you support and to back up other team members. Working in Azure Dev Ops (ADO), you will create and maintain system and integration requirements for the applications. You will also assist with testing coordination activities and some production support activities. You may be asked to support additional systems and/or projects, as needed by TS. In addition, you may provide backup production support for the application you are assigned as well as other system(s). A mixture of analytical ability, passion for accuracy, eagerness to tackle multiple work streams, unwavering curiosity about how things work, along with effective relationship building at all levels of the City, are all crucial to success in this role.

Each Senior System Analyst roles will support different set of applications.

Billing and Payment Applications Senior Systems Analyst position:

In our Billing and Payment Senior System Analyst position, you will help support the City's cloud-based enterprise cashiering application, Euna Payments (formerly CityBase), that provides a modern customer experience for over the counter and online payments. You will assist with the current implementation of the Euna Payments project by working in partnership with multiple departments such as the Department of Finance (DoF), as well as with internal TS project team members. You will also support the billing application post-go live. You will also assist in the implementation of the new Combined Utility Billing System that will manage and process payments for trash service, sewer services and sidewalk services. You will assist with the current implementation of the new combined utility billing solution by working in partnership with multiple departments such as the Department of Transportation and Infrastructure (DOTI), as well as with internal TS project team members. Your priority will be engaging with DOF, DOTI, and various other departments, users, and TS technical staff, along with vendors, to understand the billing and payment processes and business needs of our technology solutions.

Accela Permitting, Licensing and Code enforcement Application Senior Systems Analyst position:

In our Accela Senior System Analyst position, you will help support the City's existing SaaS solution that provides permitting, licensing and code enforcement for the City and County of Denver. You will help support Accela by working in partnership with multiple City agencies, including, Community Planning and Development (CPD), Department of Transportation and Infrastructure (DOTI), Excise & Licensing and Denver Department of Health and Environment. Your priority will be engaging with users from various departments and TS technical staff, along with vendors, to understand permitting, licensing and inspections processes and business needs of our technology solutions,

Safety Application Senior Systems Analyst position:

In our Safety Senior Systems Analyst position, you will help support our existing jail management software, ATIMS, and the Integrated Criminal Justice (ICJ) ecosystem which includes multiple applications for corrections and law enforcement. You will help support these applications of by working in partnership with Denver Police Department (DPD), Denver Sheriff's Department (DSD), Denver Fire Department (DFD), City Attorney Office (CAO) that utilize these systems. Your priority will be engaging with various users and TS technical staff, along with vendors, to understand jail management system, multiple criminal integrated justice processes and business needs of our technology solutions.

Specifically, the Senior Systems Analyst will:

Perform requirements gathering, functional decomposition, and workflow analysisIdentify business application and integration opportunities, along with solutions for resolving process problemsCreate technical and functional system specifications and translate requirements for developersAdvise customers on best practices around security, customizations, and integrationsComplete advanced system configuration to fulfill business needsManage backlog as assigned by management and/or requested by project managersAct as a business point of contact for system testing as neededContribute to the continuous improvement of the processes and tools used by other systems analystsPerforms other related duties as assigned or requestedWhat You'll Bring

We are looking for someone with some or all the following skills and experience:

3+ years of experience designing and supporting modules and integrationsAt least five years of current, professional-level experience as a Systems Analyst in a complex and highly integrated system environment. Specific nice-to-have experience includes:

Acting in lead role as an analyst between business and technical teamsMapping system integrations, process modeling, and data mappingManaging analyst activities on multiple projects, along with backlog tasksExperience with basic troubleshooting of enterprise-level systemsUnderstanding of systems which support city/county/state functions and operations

Effective communication and time management skills, as evidenced by a strong legacy of delivering well-communicated and utilized technology solutionsAbility to work both independently, influence broadly, and integrate well as a member of a collaborative teamExperience driving relevant, effective success in an Agile/Scrum environmentFlexibility to own both large, enterprise-level systems and support specialized, smaller-scale applicationsTools and Applications:

Microsoft Office Suite and VisioAzure Dev Ops (ADO)/Team Foundation Server (TFS) or another JIRA-like toolUnderstanding of SQL, with the ability to troubleshoot and/or write queries

Experience with workflow analysis, integrations/APIs, API-led connectivity in Mulesoft and overall ERP System designKnowledge of various requirements gathering and modeling techniques, such as BPMNProven ability to work in Agile and Agile-hybrid environments, utilizing tools such as ADO or JiraExperience working with and educating customers on utilization of technology/industry best practicesPassion for accurately documenting functional and technical requirementsComfort-level with communicating technical solutions which business problems, within all levels of a non-technical organizationPractical knowledge developing and coordinating end user testingExperience with business process development and ITIL change managementSkills and experience which are helpful but not required

Minimum Qualifications

Education requirement: Bachelor's Degree in Computer Science, Information Systems, Business Administration, Mathematics or a related field.Experience Requirement: Three (3) years of professional level experience working on an integrated technology software system development and/or production support team. Two (2) years of this experience must have included performing project leadwork for routine projects and/or projects that are limited in scope as a member of cross-functional teams to address and analyze business requirements and automated systems issues, along with other development al aspects of assigned projects.Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.Additional appropriate education may be substituted for the minimum experience requirements.License/Certifications: Must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period.
