The IT Project Manager IV will:

Function as the leader of the Project Management Office.Oversee projects and project managers for the Medicaid Management Information Systems (MMIS) for the HSD Information Technology Division (ITD);Concurrently plan, manage and lead the execution of multiple projects;Develop mastery of foundational project management disciplines, methods and tools;Define and lead internal process improvement initiatives across organizational and functional boundaries;Possess sufficient technology and programmatic knowledge to provide insightful planning, management and oversight of project progress and results.Oversee other project managers to ensure consistent project management processes.How does it get done?

The IT Project Manager IV is responsible for:

Collaborating with project stakeholders and leading project initiation and planning activities;Developing repeatable project management processes and leading a team of project managers to consistently implement, execute and deliver projects across the department;Identifying, adapting and implementing the appropriate software development methodology and tools for specific projects and situations to deliver consistent, effective, and quality project results;Leading and facilitating problem solving; defining the problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending best solution based on data-driven analysis;Managing project execution including budget, cost/schedule/performance, risks, reporting, issues, governance, resources,quality, scope, outcomes and results;Defining and leading continuous quality improvement of internal systems and solution delivery processesLeading development of procurements and associated documents (e.g., RFPs, RFIs, RFQs, contract templates), defining acceptance criteria and managing vendor performance throughout the procurement lifecycle;Portfolio management ROI analysis, prioritization;Coordinating across boundaries to manage change for adoption and sustained business value and success as a result of project;Leading project close-out activities including transition, lessons learned, post-implementation review, and artifact archival;Defining and driving departmental level process improvement initiatives.Who are the customers?

Internal and external HCA staff and stakeholders.Ideal Candidate

The ideal candidate will have experience:

Supervising project management staff;Creating new processes for project management and;In portfolio management.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and eight (8) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Substitutions Apply. See Substitution Table below. CAPM/PMI-ACP certification may be substituted for one year of experience. PMP/PgMP certification may be substituted for two year of experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some in-state travel required.
