POSITION OVERVIEW

This position is part of a moderate to advanced professional level support team responsible for organizational improvements and departmental enhancements including identifying, developing, deploying best management practices, enhancing managerial systems and providing executive level analysis all while aiding the Organization in its mission. This position will focus on financial aspects such as budget, financial monitoring of expenditures and various analysis to support financial decision making and may work under limited supervision with considerable latitude for the use of initiative and independent judgment.

Responsible for reviewing and evaluating the City's budgetary operations. Assists Finance in the preparation and the presentation of the annual budget. Monitors department expenditures and assists departments with budgetary analysis and tracking. Works on city dashboards for managerial decision making. Assists in public facing metrics and reports to enhance transparency. Prepares financial reports for directors, management, and external auditors. This position may serve in a lead role performing tasks related to budget and financial duties for the City Manager's office.

The employee in this position will be expected to progress through the City Manager's Office (CMO) pipeline comprised of: Graduate Interns/Fellows, the Budget Analyst, a Management Analyst and the Assistant to the City Manager. Each position is a part of a progressive manager pipeline designed to develop employees with the proper skills, experience and managerial acumen to become department heads or Assistant/City Managers.

ESSENTIAL DUTIESProvides specialized support to the CMO A2-Team (Assistant to the City Manager, Management Analyst, Intern/Fellows) in aspects involving budget, accounting, financial projections and the like.Assists in preparing the annual budget including narratives and fund summaries for stakeholders (i.e. the city council, management and the public) that compares departments' actual revenue and expenditures to the budgeted and estimated amounts.Monitors and tracks operating/grants/capital budgets for departmental reporting.Assists in the budget process including analysis of budgets throughout the year; Compiles, reviews, and analyzes budget submissions and develop recommendations for revenue enhancement and maximum utilization of financial resources; Under the leadership of senior budget personnel, prepares a variety of budget related documents and financial statements for review;Assists in developing, administering, and recording of the Council approved budget amendments for all funds and reviews and records intradepartmental budget transfers;Works directly with Finance Department and City's leadership team with analysis activities associated with cost allocation studies and other financial analysis. presentations to provide recommendations and suggestions to improve performance or reduce expenses;Researches and analyzes major funds/areas of the City Annual Operating Budget and/or Capital Improvement Program;Formulates trend projections; identify variances and other budget issues and concerns to make recommendations;Assists with the development of the five-year financial plan, including revenue and expenditure forecasts and projected ending fund balance and future capital needs;Prepares budget revenue forecast and reviews monthly revenue trends and their alignment with revenue related performance measures;Provides regular budget data and financial reports to departments to enable them to make long and short-term business decisions based upon approved line items and organizational goals;Consistently contributes to continuous improvement in the City's budget development process.Maintains effective communications and good working relationships with all internal and external interfaces.Performs other duties as assigned.

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS

Bachelor's degree in Finance, Accounting, Business or Public Administration preferred; or any equivalent combination of experience, education and training which provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS AND ABILITIES•Knowledge of state and federal laws applicable to administrative and regulatory functions as they apply to municipalities.•Knowledge of fiscal management and budget preparation and controls.•Skill in effective oral and written communication.•Ability to work accurately with numerical detail; perform accounting procedures in an orderly manner; analyze, present, and interpret accounting data clearly.•Ability to understand and follow complex oral and written instructions and technical terminology.•Ability to work cooperatively with other agencies, vendors, employees, City management, and department heads.

PHYSICAL DEMANDS

This position is primarily sedentary, requiring an individual to sit at a desk for long periods of time, working on a computer.

Must be able to lift up to 20 lbs.
