We are seeking a Sr. Systems Analyst (SA) with strong business analysis skills to join our dynamic team. In this role, you will work primarily on Utility Billing applications (i.e., Zuora), the Combined Utility Billing project, and the ACTIVE Network ECS1 payment system. The ideal candidate will have a deep understanding of billing, payments, and accounts receivable systems, alongside proven experience managing multiple complex projects simultaneously.Responsibilities:Write user stories in the 3W (Who, What, Why) format and document acceptance criteria using Azure DevOps.Partner with multiple agencies to gather, refine, and validate business processes, system, and integration requirements.Create and maintain functional documentation such as data mapping, process flows, and requirements documents.Identify and recommend resolutions for process, system, and integration-related gaps.Conduct technical process evaluations and recommend fixes for identified issues.Manage incident production issues related to ECS1 and provide post-production support.Collaborate with the QA team on User Acceptance Testing (UAT).Attend and participate in SCRUM ceremonies with teams including system architects, developers, QA analysts, and product support.Follow technical service best practices including documentation, project management, and change management processes.Required Skills:Minimum 3 years

of professional experience analyzing and improving applications.At least 2 years

of experience leading multi-sized projects.Experience with Payment, Billing, and/or Accounts Receivable systems.Proficiency in workflow analysis, API integrations, and ERP system design.Familiarity with writing user stories in the 3W format.Hands-on experience with Azure DevOps (TFS/VSTS) or similar lifecycle management tools (e.g., JIRA).Experience with data mapping and creating flow diagrams using tools like Lucid Charts and Microsoft Visio.Ability to manage process analysis and improvement initiatives impacting multiple teams.Strong collaboration skills with peers, customers, and vendors.Experience with minor production support and incident management.Desired Skills (Not Required):Experience working with Scaled Agile Framework (SAFe).Public sector experience at the municipal/county level.Familiarity with ServiceNow for managing incident tickets.What's in it for me?
