Summary

A successful candidate will play an active role in the City of College Park's existing operational success. The purpose of the position is to ensure the city's geographic data needs are met through efficient and effective use of ESRI ArcGIS Pro/Desktop and ArcGIS Online.Essential Functions

Independent judgment is required to identify, select, and apply the most appropriate of available guidelines and procedures as well as interpret precedents. This position is responsible for updating and assisting with the current and future development of city maps, GIS web applications, and spatial analysis projects. The work performed in this position is used to assist the government, employees, citizens, and vendors of the City of College Park with relative geographic knowledge and insight.

Create, update, and maintain city spatial data layers, maps, and web apps - primarily utilizing ArcGIS Pro/Desktop and ArcGIS Online.Maintain and update asset management databases related to the GIS platform.Conduct research and oversee the implementation of the GIS platform for use by appropriate city departments.Prepare graphics, maps, diagrams, images, etc. for city departments.Identify future GIS and spatial data/analysis opportunities, suggest new projects, and present findings to city officials.Test and evaluate new systems and programs; maintain and install upgrades to existing systems; analyze, diagnose, and troubleshoot software and hardware problems.Maintaining, updating, and overseeing the repository of city engineering records and drawings, both digital and physical.Overseeing city address records, determining appropriate addresses for new developments, and formally notifying vested parties of city address updates.Observe and respond to Freedom of Information Act (FOIA) requests in a timely manner.Create and modify technical drawings, including schematics, layouts, and assembly diagrams, using AutoCAD software.Assist engineers with technical tasks, such as data collection, calculations, and analysis.Prepare and maintain engineering documentation, including reports, specifications, and scanning drawings.Conduct research and gather technical information to support engineering projects.Perform basic troubleshooting and problem-solving tasks related to printing equipment.Maintain a safe and organized work environment.Performs other related duties as assigned.The omission of specific duties does not preclude the supervisor from assigning duties that logically relate to the position.Required Knowledge, Skills and Abilities

Knowledge of Fundamentals of spatial data, spatial data storage, basic spatial analyses.Knowledge of Fundamentals of data storage, data types, file types, naming conventions, spreadsheet building, table joins, etc.Knowledge of Principles of digital cartography.Knowledge of plotter printing, maintenance, paper loading.Knowledge of computer hardware capabilities, operations, and limitations.Ability to present complex, technical information to everyday individuals and groups.Skill in completing complex assignments with frequent interruptions, within deadlines.Ability to analyze, diagnose, and resolve software problems; analyze hardware problems and ensure efficient resolution through vendors.Ability to conduct research, perform analysis and make recommendations on information processing and computerized systems needs and costs.Ability to perform tasks involving heavy manual labor.Effective analytical and decision-making skills.Excellent communication (oral and written), organizational, and time management skills.Effective interpersonal skills and ability to work with diverse constituents.Attention to detail and adaptability to a changing environment is extremely important as well as dependability.Demonstrate a high level of professionalism, initiative, resourcefulness, and personal accountability.Moderate physical activity. Associate's degree, with coursework in Geography or a closely related field; Bachelor's degree preferred.Two (2) years of experience with GIS software (preferably ArcGIS Pro or Desktop).Experience with ArcGIS Online (AGOL).Experience creating/maintaining spatial objects, spatial databases.Possession of a valid State of Georgia Driver's License and a Class II non-restricted Georgia Electrical License.Equivalent combination of education and experience.Experience in communicating with diverse communities, and in establishing and maintaining cooperative working relationships.Proficiency in MS Office Suite, as well as knowledge and understanding of the organizational structure, workflow, and operating procedures.Extensive hours and weekends will be required at times.Pre-Employment screening is required: criminal background check and drug testing.
