City College of San Francisco is one of the region’s premier public, two-year community colleges dedicated to serving minority and undocumented students and those new to this country. Under the direction of the Chancellor, the Vice Chancellor of Finance and Administration (the Chief Business Officer) is responsible for the overall administration of District finances. The position provides leadership for the development and implementation of business and fiscal services necessary to support the mission of the District.Job Duties:Serves as the Chief Business Officer for the District; responsible for the overall financial management and business functions of the District.Provides leadership and is ultimately responsible for the coordination, development and preparation of the District’s annual budget process.Plans, organizes, and directs the District’s business activities, including budget, accounting, payroll, administrative services, banking, risk management, purchasing, property and contract management.Coordinates environmental compliance and safety programs.Responsible for the maintenance and enhancements to internal control processes and procedures and internal and external audits.Responsible for the maintenance and enhancements to enterprise resource planning systems for financial and payroll, and position control.Provides fiscal and budgetary support in collective bargaining activities related to compensation benefits, and areas requiring financial resources.Oversees District-wide facility planning activities, including new construction, remodeling or renovation.Oversees District construction, remodeling and site improvement projects.Responsible for maintenance and repair of District facilities, grounds and utility systems.Coordinates District’s energy conservation program.Oversees comprehensive project cost estimates, including staffing, and coordinates the development of college capital outlay priorities.Supervises the Chief of Police.Responsible for the administrative oversight of police and security/safety operations.Collaborates with the Vice Chancellors of Academic Affairs and Student Affairs to provide fiscal impacts of proposed schedules to meet annual FTES goals.Participates collegially on College Participatory Governance Council and facilitates other district governance committees pertaining to finance, technology, facilities and general services.Attends Board of Trustee meetings; makes presentations and submits reports and action items related to areas of responsibility.Promotes a work culture of customer service, innovation, and quality service to students, employees and the community.Supports an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success.Participates in ongoing training on diversity, equity, inclusion and anti-racism.Prepares Board agenda items, attends Board meeting and makes recommendations.Performs other duties as assigned by the Chancellor.Minimum Qualifications:Earned Master’s degree or higher from an accredited college/university in business administration, accounting, finance, economics, or a related field, OR Bachelor’s degree from an accredited college or university in business administration, accounting, finance or related field; plus five years increasingly responsible experience as a chief financial officer in a public service agency.Demonstrated knowledge, skills, and abilities in working with faculty, staff, and students as well as community groups of diverse backgrounds.Knowledge of educational institutions’ operations, related laws, regulations, public policies, and business and administrative practices.Six to eight (6-8) years of increasingly responsible experience in senior administration of accounting, finance, business, or other related areas.Highly effective leadership, communication (oral and written), presentation, and advocacy skills.Desirable Qualifications:Executive administrative experience in business functions in a public educational environment.Familiarity with integrated and complex financial and human resource computer information systems.Eight or more years of experience in an executive administrative leadership role.Knowledge of state and federal laws, and Title IV that have an impact on community colleges.Knowledge of Banner ERP and Argos reporting system.Experience working in a multi-ethnic and multi-cultural educational environment.Demonstrated ability to clearly and effectively communicate facts and ideas in writing and orally.Knowledge of governmental accounting, budgeting, and auditing principles; financial analysis including statistical analysis and use.Demonstrated successful experience in supervision, organization-wide budget development management and evaluation.Demonstrated experience with collaboration, consensus building, conflict resolution, and problem solving.Evidence of successful leadership experience at the university or college level of promoting a culture of inclusivity, equity-mindedness, diversity and anti-racism.Demonstrated experience with and knowledge of inequities in higher education and a commitment to rectifying policies and processes that restrict access for historically minoritized and disproportionately impacted students.Benefits:
