FINANCE DIRECTOR POSITION DESCRIPTION

Position Description:

Under the direction of the Township Clerk, this position is responsible for the Township’s accounting system, financial reporting, payroll, and purchasing administration.

Position requires frequent contact with the Elected Officials, department heads, and vendors. Strong interpersonal and supervisory skills, as well as relevant knowledge of municipal fund accounting practices are required.

Benefits:

$33,660 - $40,000 annually in a generous comprehensive benefits package (per C.B.A.) including fully paid medical (worth $28k/yr. for family), dental, vision, Paid Time Off (88 hrs. after 4 months, 120 hours at 1 yr.), 14 paid holidays, retirement plan contribution, life & disability insurance.

Duties and Responsibilities:

Responsible for the day-to-day operation of The Finance Department for the Township.

Oversees the accounting practices pertaining to accounts receivable and payable and all functions of the general ledger including daily reconciliation of journal entry postings and monthly account reconciliations.

Administers payroll processing and maintenance.

Prepares and maintains the Fixed Asset Inventory system.

Prepares income statements (W-2’s and 1099’s) and provides wage and employment data to Bureau of Workers & Unemployment Compensation.

Assists the Township Supervisor with the preparation of the annual budget and maintains all records for budget purposes.

Assists in the acquisition of Bond Issues, and tracks all construction projects related to Bond Issues.

Maintains records pertaining to payroll processing and record keeping including vacation, personal and sick time, schedule of raises, paid holidays, etc.

Assists the Township Treasurer in directing money transfers, as necessary.

Responsible for Risk Management including processing of insurance claims and required records for insuring township property, equipment, vehicles/drivers, and liability issues.

Serves as Treasurer to the Township Building Authority by assisting in the acquisition of construction bonds; and tracks all financial documentation.

Administers Township Purchasing Policy.

Reviews all invoices presented for payment for accuracy and prepares all other invoice claim vouchers for processing.

Reviews financial reports before distribution to Board Members and Department Heads.

Prepares the GASB reporting as needed.

Supervises staff in the finance department.

Assists in preparation of annual Township financial audit.

Performs other duties, as required.

Education:

Bachelor’s degree from an accredited college or university in Finance or Accounting. Master’s in Business Administration or Certified Professional Accountant (CPA) Preferred.

Work Experience:

Five (5) to Ten (10) years of relevant experience in municipal finance preferred.

Other Skills/Abilities:

Ability to work as a team leader and member.

Ability to work effectively with elected officials, vendors, and fellow employees.

Considerable knowledge of the principles and practices of governmental accounting.

Ability to communicate effectively both verbally and in writing.

Ability to analyze and resolve problems.

Ability to pass a pre-employment drug screen and post-offer physical examination.

Licenses & Certifications:

Must possess a valid Michigan driver’s license in good standing.

Peripheral Duties:

Answers related questions from employees.

Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.

Tools and Equipment Used:

Personal computer, including word processing and spreadsheet software; automated financial system, 10-key calculator, phone, fax, and copy machine.
