Description
Under limited supervision, the GIS Specialist will assist the GIS Manager and other City departments, in creating, maintaining, and analyzing data in the City's relational database management system. This position will also assist in effectively conveying the City's data to its intended audience through maps, web applications, ArcGIS file formats, tables, and graphsExamples Of Duties•Interprets plat maps, legal descriptions (metes and bounds), surveys and other official sources to update, conduct research, and apply corrections to the County's land base, cadastral, easements, street and utility database and other information in County's GIS databases.•Assures the integrity, security, and effective performance of the GIS Program database(s).•Generates ad-hoc and custom maps, disaster assessment reports and/or maps for FEMA, as requested by City departmental staff and the general public.•Assists GIS Manager on City-wide training to further the knowledge base of spatial information and appropriate outputs.•Serves as subject matter expert on GIS; assures effective communication of GIS system issues; analyzes problems and recommends solutions to meet standards and guidelines, including identifying discrepancies and inconsistencies.•Maintains City-wide datasets; compiles geographic data from a variety of sources; scans, rectifies, and digitizes data, edits and refines GIS data, and updates databases; performs quality control checks to assure data integrity.•Maintenance of the control points used for registering geographic data; follows quality control standards for GIS data layers for City departments and other agencies; follows procedures to reduce system errors and enhance system functionality and stability; conducts special projects with City departments at the direction of the GIS Manager and/or Senior Director of Administrative Services.•Supports the relationship between the City and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and City staff; enthusiastically promotes the City goals and priorities in compliance with all policies and procedures.•Assists the GIS Manager in administering ArcGIS Online, Portal for ArcGIS, Eagleview Connect Explorer, and Cartegraph GIS integration.•Publishes web services for use in public and internal web applications, mobile data collection, and emergency services data analysis.•Updates the City's authoritative infrastructure, addressing, and utility network datasets, based on a variety of different sources, including mobile field data, AutoCAD .dwg's, record drawings, aerial imagery, etc.•Researches industry standards and implements best practices for special assignments.•Maintains absolute confidentiality of work-related issues, client records and City information.•Works safely, follows safe work practices, and identifies and reports unsafe work conditions.•Performs other duties as required or assigned by GIS Manager or Senior Director of Administrative Services.
Minimum Qualifications

MINIMUM QUALIFICATIONS•Bachelor's degree in GIS, geography, computer science, or a closely related field.•Two years of professional GIS experience.•Knowledge of the principles of cartography, ArcGIS Pro software, and ArcGIS Online.•Experience in database management, including editing and analysis techniques.•Ability to prioritize work assignments and manage project timelines.•Means to create and maintain effective working relationships with peers, superiors, other City departments, vendors, contractors, and external government agencies or organizations.•Effective communication and presentation skills.•Valid driver's license.
PREFERRED QUALIFICATIONS•Experience within local government or similar agency.•Skills in Microsoft SQL Server or any of the following ArcGIS resources: Enterprise, Experience Builder, Survey 123, Parcel Fabric, Field Maps, Insights, Dashboards, Hub.•Knowledge of programming languages such as Python or Arcade
