GIS Programmer/Analyst III

The City of Norfolk’s Utilities Engineering and Technology GIS Team is seeking to hire a highly motivated GIS Programmer/Analyst III to join our team of innovative GIS thinkers and problem solvers. The opportunity includes collaborating with the team on real-time, web-based GIS solutions in an advanced environment with expanding ArcGIS Enterprise architecture. The GIS Programmer/Analyst III will perform various GIS tasks including data maintenance and analysis, mapping and data visualization, troubleshooting and technical support, and application development. Essential functions include but are not limited to:
Analysis and Maintenance:
Requires the ability to read and interpret policies and procedures, City utility maps, plans, and technical documents.Assists with designing and maintaining Utilities geodatabase to include metadata maintenance, updating fields and domains within the existing geodatabase, providing recommendations for creation of mission-specific geodatabases, and creating new geodatabases as necessary.Performs versioning, check outs, check ins, reconciliation, and posting for geodatabases.Supports GIS Team Supervisor with synchronization of the Utilities’ GIS database with the Lucity (work order) database.Supports GIS Team Supervisor with routine maintenance of Utilities’ GIS database.
Cartography and Data Visualization:
Create maps, charts, tables, graphs, and graphics using GIS and related software.Create application logos, icons, user interface, and supporting graphics.Knowledge of ArcGIS Online Field Maps, Operations Dashboard, and Microsoft PowerBI technologies.
Requirements Gathering, Design:
Determine customer’s requirements by learning the customer’s current processes, documenting the requirements, writing system and program specifications, and obtaining approvals.Evaluate new technology applications and propose new solutions.Develop specifications, diagrams, flowcharts, and system documentation.Supports the development and testing of new solutions using the ArcGIS platform, specifically using ArcGIS Pro and ArcGIS Online.Use structured analysis to ensure the solution is efficient, cost-effective and financially feasible.
Development, Programming, Implementation:
Utilize Software Development Life Cycle (SDLC) methodologies.Support application implementation, testing and performance.Adhere to departmental data standards in program development and system design to maintain a structured environment.
Support:
Interacts with employees, other City departments and external customers.Supervises performance for employees in a work unit, including providing input on hiring, work objectives/effectiveness, and realigning work as needed for GIS team.Performs customer service duties to include processing new water and sewer service requests and provides record drawings to internal and external customers.Provide support to customers by conducting analysis of business processes, customer's relations, training, and preparing reports and presentations.Maintain, monitor, and resolve issues related to hardware and applications.
Performs other related duties as required. Work requires broad knowledge in a general professional and/or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Minimum Requirements:Two years experience as a programmer analyst.
The preferred candidate will have experience in the following:
Experience with geodatabase design and managing a multi-user editing environment.Experience with using ArcGIS Pro Tasks, Model Builder, Python Scripts, and Notebooks.Experience with Microsoft Access.Solid knowledge of Microsoft Office applications (Word, Excel, Access, PowerPoint).Skills critical to succeed in this role:
Desire to learn and constantly look for ways to improve processes.Capability to work independently in GIS mapping and analysis assignments.Ability to think critically and logically for troubleshooting and system support.Ability to communicate effectively with customers with little GIS knowledge.Understanding of Web design and visual communication in the context of interactive web maps and applications.Experience with ArcGIS Desktop products as well as ArcGIS Online and/or Portal.Solid knowledge of Microsoft Office applications (Word, Excel, Access, PowerPoint).
