The incumbent serves as an Equal Employment Specialist on the Civil Rights Staff and is responsible for administering and implementing internal programs to ensure Civil Rights and EEO regulations and objectives are met, under the limited direction of a manager or more experienced professional.Duties

The employee is an advisor to managers, supervisors, and employees within a region or service area on a full range of Equal Employment Opportunity (EEO) programs, applying experience and advanced knowledge of Federal EEO laws, regulations, Departmental and Agency orders, management directives, executive orders, and court decisions.Performs a combination of multiple and varying assignments under the limited direction of a manager or more experienced professional. Acts as an advisor to managers, supervisors, and employees within a region or service area on a full range of Equal Employment Opportunity (EEO) programs. Demonstrates considerable independence in planning time and helping a manager or project/program manager to plan and use assigned resources to accomplish project activities. May identify and request additional resources, as needed. EEO programs include, but are not limited to:Processing and resolution of Informal Complaints, attempting to resolve them before they reach the formal complaint stage;Working and communicating with diverse individuals and management officials at all levels;Informing aggrieved individuals and management about the complaint process, their rights in the complaint process, and the benefits of mediation;Inputting and retrieving information and documents in the Agency's official complaint tracking system;Reporting, in writing, the results of inquiries into each case counseled, coordinating and documenting resolution agreements;Participating on MD-715 Assessments, and participating in all program meetings, conferences, training sessions, and workshops;Working with collateral duty mediators, coaches, counselors, and other staff in support of mediation and counselor programs as well as other Business Plan Initiatives;Processing reasonable accommodation requests and providing guidance to management officials, employees, and stakeholders in accordance with appropriate laws, regulations, policies, and orders.Contacts typically are internal and external, with regular contacts among major subdivisions and Lines of Business/Staff Offices (LOB/SO's), customers, and other external parties to share information about the FAA and explain the applications of EEO policies and procedures. The incumbent provides training, briefings, and consulting services on specialized EEO issues and methods to diverse audiences throughout an extensive area of geographic responsibility, in a variety of settings, requiring travel with overnight stays. Works with local schools, universities, and private industry in an educational and outreach capacity. Responsible for maintaining and updating records, spreadsheets, databases, and reports as necessary. The incumbent analyzes issues, identifies problems, and recommends solutions. Prepares routine technical correspondence and periodic reports for submission to local and national FAA Civil Rights Offices. Is also responsible for supporting outreach to applicant pools and special emphasis programs, alternative dispute resolution program, and proactive training and evaluation to enhance the work environment. The individual also serves as an advisor to the Civil Rights Director on all EEO matters. Established policies/procedures provide guidance for most assignments but allow considerable discretion for the employee to select the most appropriate approach(es) or recommend new approaches. The incumbent at the G pay band performs the duties of the position by applying an advanced knowledge and broad understanding of applicable EEO guidelines and principles with limited supervision and guidance. Refers complex inquiries/issues to a manager or senior-level specialist that require their attention; may help them develop and recommend solutions.Salary

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized Experience is:

Experience applying Federal EEO laws, regulations, policies, and procedures while making technical recommendations to prepare, analyze statistical data collected, and aid in resolving concerns to prepare comprehensive reports in regard to EEO problems.ORPh.D. or equivalent doctoral degree.OR3 full years of progressively higher-level graduate education leading to such a degree.Applicants should include examples of specialized experience in their work history.Qualifications must be met by the closing date of this vacancy announcement.Interviews: Some, all, or none of the applicants may be interviewed.Other Information
