San Mateo County Health is seeking an experienced candidate for the role of Manager for the
Office of Diversity, Equity, and Inclusion (DEI)
(Health Services Manager I) to plan, organize, direct and supervise the operations of the Office of Diversity, Equity, and Inclusion for the San Mateo Medical Center (SMMC).
The Manager will work with various community-based organizations in San Mateo County to develop connections and understand the population dynamics and diversity at the county level. They will work with various population groups throughout the County to deeply understand various health needs and social determinants of health by race, ethnicity, language, sexual orientation, gender identity, and disability in the residents of San Mateo County to lead efforts to close gaps in health outcomes.
The Manager for the Office of DEI will understand the root cause of health outcome disparity and deviation of different ethnic groups in San Mateo County from ideal state through various focus group discussions and facilitated listening sessions with citizens of San Mateo County, and design ways to close the gap for every ethnic group starting with the worst performing group through system-wide efforts. They will be the spokesperson for the County to speak to the current gaps in health outcomes and ways to close them. They will present the health outcome data and disparity reduction plan quarterly to the hospital board and guide leaders in making decisions based on liberatory design principles.
The Manager will engage closely with Office of DEI at the County level and work collaboratively to advance the Government Alliance for Racial Equity (GARE) Plan and enhance knowledge and skill level of all staff through initiatives like the 21-day racial equity challenge and other facilitated sessions with all employees and leaders.
Equity being one of the core values for San Mateo County, the leader of this office is also responsible to work closely with the executive team to understand the current state and design ways to embed this value into our improvement system to assure that no improvement leads to widening of the health outcome gaps. This leader is looked up to by the executive team as the content expert in ways to improve health outcomes for marginalized population.
This Office of DEI also manages and makes crucial system level decisions about language accessibility, conduct RFP and manage large contracts of over $3,000,000 to provide adequate language access to all served by San Mateo County Health. Managing staff interpreters and program coordinators for language services department is another key responsibility of this role.
The Manager will stay up to date with latest state and federal legislation, and other regulatory bodies like the joint commission related to language access, hiring practices and design blueprint for the whole system to establish fluency testing and quality of language access.
They will also lead the effort at our system level to engage with Safety Net Institute Community of Practice group to help introspection and individual and system level work to understand institutional racism and racial injustice to design long term system wide change to reverse its effects on health outcomes for our staff and patients.
The current vacancy is in San Mateo Medical Center, located in San Mateo, but may travel/drive throughout the County to perform the duties of the job.
The ideal candidate will:Have at least two years of experience for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.Have experience providing leadership; planning and implementing organizational change that is supported by best, promising and community supported practices; for example, that eliminate institutional racism and bias.Be adept at developing relationships with community members and community service providers to reach shared goals and foster engagement.Be knowledgeable about key factors affecting health disparities.Understand the National Culturally and Linguistically Appropriate Services (CLAS) Standards.Have experience developing and implementing program goals, objectives, policies and priorities; conducting or participating in the preparation and negotiation of contracts with outside vendors, consultants or organizations; and administering and monitoring the program budget.Possess strong oral and written communication skills, analytical capability and data analysis skills.Spanish bilingual skills are preferred, but
not required .

Bachelor's degree with a major in public health, social work, public administration, or a related field applicable to the area of specialization.
Experience:
One year of supervisory experience in a health, social services or community-based program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination.
Licensure/Certification:
Depending on assignment, some positions may require specific technical licensure.
