Job Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.
Performs advanced (senior-level) computer systems analysis work. This work involves serving as the agency's primary Appointed Security Coordinator; identifying and evaluating user requirements; recommending ways to improve or automate existing processes; documenting procedures; troubleshooting routine to complex system issues; and assisting with system testing and training. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Serves as agency's primary Appointed Security Coordinator. This includes but is not limited to validating initial requests, documenting approvals, submitting tickets to CPA, confirming access with staff, troubleshooting access issues with users and CPA, and assisting with the Comptroller's Semi-annual Verification of Users' Security Access Levels.Provides daily CAPPS technical support as part of the GLO's CAPPS helpdesk. This includes but is not limited to responding to user calls, emails, and system tickets timely; identifying system issues and providing solutions; assisting helpdesk staff with troubleshooting; serving as CAPPS Level 1 Support to escalate issues to Comptroller's Office; and notifying management when problems impact change management and internal documentation.Provides CAPPS system expertise to end-users, management, and the helpdesk. This includes but is not limited to analyzing business processes and making recommendations, such as automation, to improve their effectiveness or efficiency; accurately and thoroughly documenting procedures and applicable workflows; testing and assisting with the deployment of new CAPPS functionality and system changes; and assisting with the training of end-users and helpdesk support staff.
Qualifications:
Minimum Qualifications
-Graduation from a four-year college/university with major course work in accounting, business, finance, or a related field. (Two years of relevant work experience related to the essential duties may substitute for one year of college).
-Three years of experience working in one or more of the CAPPS Financials core modules (Accounts Payable, Asset Management, General Ledger/Commitment Control, or Purchasing/eProcurement).
-Experience troubleshooting system errors and providing solutions to end users
Preferred Qualifications
-Five years of experience working in one or more of the CAPPS Financials core modules: Accounts Payable, Asset Management, General Ledger/Commitment Control, or Purchasing/eProcurement
-Experience serving as a state agency's Security Coordinator.
-Experience with documenting business processes and developing procedures
-Experience evaluating business processes to find efficiencies and recommending best practices
Knowledge, Skills, and Abilities
-Knowledge of the following Comptroller applications: CAPPS Financials, USAS, TINS, SPA, and Statewide Financial Systems Security Request.
-Knowledge of the Comptroller's Security Coordinator Reference and CAPPS Security Role Documentation.
-Skill in using MS Office suite, performing business/systems analysis and solving problems
-Ability to collaborate and communicate effectively, be dependable, meet deadlines and produce high-quality work in a fast paced environment
Physical Requirements
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
