The Secretary is the chief officer of the Department of Energy and Natural Resources (DENR), in charge of its policy, administration, and operations. The Office of Management and Finance (OMF) Programs mission is to be responsible for the timely and cost effective administration of accounting and budget control, procurement and contract management, information technology, management and program analysis, personnel management, and grants management to ensure compliance with state and federal laws and to ensure that the department's offices have the resources to accomplish their program goals. Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months. LOCATION AND POSITION INFORMATION: This Business Analytics Specialist position is part of the Office of Management and Finance (OMF) and serves as a Special Assistant and Advisor to the Deputy Undersecretary for DENR, with regard to the Louisiana Oil Spill Coordinators Office (LOSCO) as well as the Office of Coastal Management (OCM). The incumbent performs highly responsible administrative, professional and executive work with responsibility for identifying, evaluating, creating/or monitoring policies and procedures which impact the agency statewide. Additional duties include, but are not limited to the following: Collaborates with other DENR personnel and representatives of other state departments in the analysis, development and submission of fiscal impact statements for proposed legislation. Develops and implements policies and procedures to ensure that the offices goals and objectives are achieved. Directs cost-benefit analysis as well as long-range forecasting related to various policy options related to budgeting and cost reimbursement. Independently conducts research and evaluations of various agency activities and operating services to ensure efficient and effective use of allocated resources. Prepares and supervises the preparation of special projects, reports, and briefings for management. Identities potential issues in management reports prepared, recommends, develops and/or initiates alternative resources allocation or corrective action. Prepares correspondence on complex and sensitive matters affecting the Office. Coordinates, collaborates, and supervises the LOSCO/OCM LaCarte P-Card and CBS Travel Account Program related to implementation and continuation of PPM 49, DENRs policies and procedures. Interprets policy, procedures and regulations related to purchasing, state contracts, and travel matters of the Agency. Other duties as assigned. Minimum Qualifications MINIMUM QUALIFICATIONS: A baccalaureate degree plus three years of professional level experience in accounting; budgeting; contracts; economics; engineering; finance; financial auditing; grants; human resources; information technology; management analysis; operational auditing; policy planning; procurement; social services; statistical analysis; tax collections; or tax enforcement. SUBSTITUTIONS: Six years of full-time work experience in any field will substitute for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree.
