Office of the Secretary – Fiscal Services Division

The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources and administrative services to ensure the achievement of the mission and objectives of the Department of Natural Resources (DENR).

The Fiscal Services Division of the Office of the Secretary provides complete financial management services for the various offices that make up DENR, constituting four separate budget units. Its functions include annual budget preparation, maintaining accounts reflecting the department's revenues received and costs incurred, and providing financial management reports and advice.

Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.

LOCATION AND POSITION:

The Accountant Manager 1 position is located in the Fiscal Division within the Office of the Secretary in Baton Rouge, LA and is under the supervision of the Accountant Manager 3. The responsibilities of this position involve a variety of complex activities and require a person that is knowledgeable of analytical techniques and has excellent communication skills. This position must have knowledge of different software packages including Windows, Word, Excel, LaGov, ISIS, SONRIS, and Business Objects. This incumbent may be required to work some overtime during peak periods. Duties and responsibilities include, but are not limited to the following:

Directs and manages the grants section of the Fiscal Division.

Reviews financial transactions and accounting of grant disbursements to ensure compliance with federal and state accounting and procurement standards.

Prepares and assists two Accountants in the preparation of the DENR agencies annual financial reports.

Oversees the financial management of federal and state grant sub recipients, ensuring compliance with applicable laws, regulations, and policies.

Review and approve sub recipient grant closeouts to ensure proper de-obligation of unexpended funds.

Oversee monthly Federal Funding Accountability and Transparency Act (FFATA) reporting, federal drawdowns and federal financial reports for grant expenditures.

Develop and recommend policies for managing sub recipients within the framework of federal and state grant programs.

Review/approve grant applications, agreements, amendments, monitoring reports, expenditure reports, budget revisions, certified assurances, and special conditions.

Performs all supervisory duties concerning subordinate staff, including PESs, provides training and guidance to staff on grant policies, procedures, and best practices.

Performs other duties as assigned.

**Note regarding the advertised pay range: TheAccountant Manager 1 has an established special entrance rate (SER) that is set above the minimum of the pay level and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career andnot the amount we are allowed to pay a new hire.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four hours in accounting plus four years of professional level experience in accounting or financial auditing.

SUBSTITUTIONS:

A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.

SUBSTITUTIONS FOR DEGREE ONLY:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Oversees the preparation of complex financial reports in the areas of budget development, cost reporting, and revenue forecasting.

Develops goals and measurable performance standards for subordinate fiscal units and subordinate fiscal supervisors.

Establishes productivity reporting criteria and procedures for these units and monitors supervisors' performance in meeting goals.

Ensures that supervisors are trained to counsel employees, develop employees' skills, and lead employees to achieve performance objectives.
