Executive Service INFORMATION TECHNOLOGY MANAGER-SENIORDepartment of Finance and AdministrationStrategic Technology Solutions DivisionNashville, TNSalary Range: $8,534.00 - $11,076.00 MonthlyClosing Date: 11/18/2024 This position is designated as hybrid This position requires CJIS fingerprints This position also requires a criminal background check Therefore, you may be required to provide information about your criminal history to be considered for this position Who we are and what we do: The Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) is charged with planning for and promoting an array of services from prevention and early intervention to resiliency and recovery. The Department operates four inpatient psychiatric hospitals across the state of Tennessee and contracts with mental health and substance abuse community providers to offer services to Tennesseans in need. The Department's budget of more than $548 million includes funding from dedicated fees, revenue, federal grants, and state general fund appropriations. The Department is currently looking for an experienced Product Manager to lead a team of IT support staff, IT training staff, and clinical application coordinators to support our existing electronic medical records/practice management system and to implement new enhancements and features. As Product Manager, you will be responsible for ensuring end user needs are effectively and efficiently realized by the system. This executive service position will report directly to the Executive IT Director and work closely with the Department's Chief of Staff and Hospital Operations as well as the clinical, pharmacy, practice management, billing and claims, and IT subject matter experts. Key Responsibilities: Interact with executive management to align product strategy with the overall agency strategy, mission, and goals. Engage end users and business partners regularly to solicit feedback and identify opportunities to improve existing system. Translate business needs into development requirements. Manage and lead a team of support staff to execute product strategy and implement new systems/features. Provide guidance and leadership to IT support, clinical application coordinators and IT training teams to continuously assess and prioritize the impact of planned software features so that the highest value work is delivered at the soonest possible time. Manage communications to ensure stakeholders are informed of investment planning, changes, and execution progress across the portfolio. Recognize, articulate, and quantify benefits of (and drawbacks to) proposed system changes. Develop expertise in your particular product area to help triage escalations around product performance and feature development and new and future expansion/use cases. Define success criteria for testing and product acceptance. Deliver product releases on-time and within budget based upon agreed scope. Own and monitor product performance, product quality, and success of product based on customer response. Work with internal and external stakeholders to identify, evaluate, and prioritize potential product features that might enhance the system and/or end user productivity, and to continually improve platform capabilities. Develop and own product roadmap, revise, and republish on a quarterly basis. Document and monitor product development progress through a ticketing application to ensure staff accountability and receipt of appropriate authorizations for change. Minimum Qualifications: 5 years of experience working in a software development environment or working with vendors using software development methodologies in a healthcare setting. 2 years of experience managing people and leading teams. Well-versed in healthcare data standards and ontologies: HL7, FHIR, SNOMED, LOINC, etc. Hands-on technical skills: willingness and ability to became subject matter expert in the product Self-motivated and able to perform without significant supervision. Excellent communication skills, both oral and written. Must be able to communicate effectively and confidently with users, team members and executives. Problem solving skills; able to analyze a problem and design creative solutions. Attention to detail; extraordinary eye for usability and the customer experience. Great people skills; able to facilitate, negotiate and persuade stakeholders.
