This position is designed as hybrid.
Who we are and what we do:Under direction of the Executive IT Director within Strategic Technology Solutions, supporting the Department of Disability and Aging, the Business Solutions Development and Delivery Manager is responsible for leading for leading a team of IT professionals who focus on meeting business needs through system design, software development and solution delivery. With minimal supervision, and utilizing the assistance of subordinate professional staff, this position will provide technical expertise and leadership in the development and delivery of software solutions of varying types and scope.Key Responsibilities:Maintain a team of customer focused system design, application development, solutions delivery, support information systems staff.Design, develop, deliver, and support innovative IT business solutions using Microsoft products (ASP.Net, .Net Core, Angular, SQL Server, CRM, SharePoint, SSIS, SSRS, SSAS) in an Agile SDLC environment utilizing Amazon Web Services platform.Develop, utilize, and maintain consistent coding standards that comply with industry best practices such as naming conventions, reusable code, and design patterns.Support all applications for the agency customer including Cloud, Commercial Off The Shelf (COTS) (Microsoft Dynamics CRM, Microsoft SharePoint and other third party solutions), as well as custom developed applications.Make hiring recommendations, evaluate subordinate staff skills, create work and training plans for subordinates, coordinate coverage and approve time worked and time off using the State's system.Work with State Information Security Staff to develop, maintain, and verify secure IT Business Solutions are available for users to access PHI, PII, and other protected information, ensuring that all State and Federal requirements are met.Work with project managers to analyze project size/scope, estimate, and manage resource allocation, and successfully implement small to large projects.Develop and maintain individual performance plans to evaluate team member's performance, drive development and adhere to the State's performance evaluation policies.Collaborate on disaster recovery efforts by providing application recovery information for all supported systems.Communicate status of responsibilities and projects with management, peers, subordinates and customers via clear verbal and written communications.Professionally interact with Executive Level Leadership on a routine basis.Minimum Qualifications:Bachelor's degree in an IT related field and five years of IT management and professional experience in Information Technology in any one of the following areas:systematic analysis of overall work processes for business or information systems;ORapplications or systems programming; Relevant professional information technology experience may be substituted for the required degree.Pursuant to the State of Tennessee's Workplace Discrimination and Harassment policy, the State is firmly committed to the principle of fair and equal employment opportunities for its citizens and strives to protect the rights and opportunities of all people to seek, obtain, and hold employment without being subjected to illegal discrimination and harassment in the workplace.
