That's how we're UNSTOPPABLE for our employees!The Group Technical Project Manager is accountable for managing qualified opportunities, which may consist of multiple tiered complex proposals with high visibility, aggressive schedules, and requiring significant negotiation to balance the needs of multiple stakeholders and achieve specific business goals or objectives for T-Mobile Secure Federal Operations (TSFO). This position is viewed by leadership as a trusted advisor/consultant who utilizes in depth industry, business and/or technical knowledge and Proposal/Project Management expertise to lead and deliver capabilities that are key the company's success. This position is accountable for managing qualified opportunities that are focused on providing leading edge business technology solutions, product innovations and/or world-class technical infrastructure. This position requires a broad technology background and a proven leadership track record. This position will manage work utilizing standard project management methodologies, processes/procedures; specific manpower resource allocations; budgets and are clearly identified as a qualified opportunity by the business. This position oversees opportunities by pursuing all phases of the identification, proposal, acceptance and implementation process. Responsible for building effective working relationships, making sound decisions and changes, initiating action and achieving results.

This is a hybrid position required to be working in-office at least 2 days a week.

RESPONSIBILITIES:Assembles key players on the project team and nurtures internal and external working relationships which fosters the development of cross functional teamwork. Serves as the primary interface for project partners. Delegates proposal responsibilities and task interfaces, directs, motivates and manages the proposal work and resources involved within the opportunity. Ensures timely activity, integration and productivity of technical support and administers efficient use of resources to meet requirements with clear identification of task completion. Question ambiguous responsibilities and handle conflicts to an early resolution and escalation of any unresolved issues. Plays a support role with technical solutions ensuring all groups' responsibilities are included, managing very closely with the technical leaders to ensure alignment.

Leads Proposal/Capture Management functional scope and schedule. Provides oversight of management and allocation of personnel and resources to projects. Resolves resource conflicts and priorities.

Is accountable for and directs others in creation of proposal communications. Directs others in the facilitation of team and project meetings. Leads and develops definition and measurement of success metrics to objectively quantify proposal success. Ensures that project execution complies with approved methodology. Ensures that overall program is managed to strategic dates.

Identifies potential risks across a broad number of proposals and establishes communications and mitigations to address them. Communicates risks in clear business terms and technical terms and provides clear messaging and solution options at a senior leader and executive level in both planned and ad hoc scenarios. Understands what is important to different stakeholders in the business and ensures that their interests are protected as well as the overall program objective through project planning and execution. Serves as a higher-level escalation point for project issues. Works with Director and above level peers to resolve cross-functional project issues.

Defines scopes of proposals. Incorporates strategic factors into Proposal/Project Scope and recommendations. Influences and manages the factors that create change and scope creep. Can manage and help others to understand the implications of change including legitimate scope shift.

Drives business case generation with finance and the business owner. Plans, identifies and documents the proposal quality standards. Sets stakeholder and team expectations and ensures that the results align to business needs. Maintains accountability for the quality of results. Proactively anticipates and mitigates issues that could hinder the quality or timing of the proposal. Communicates any gaps in design and sets realistic expectations on results. Follows through and closes all of the defined exceptions.

Also responsible for other Duties/Projects as assigned by business management as needed.

QUALIFICATIONS:Bachelor's degree in Computer Science, IT/Engineering, Business Administration, Project Management or combination of equivalent experience and education; Advanced degree preferred

7 years as a proposal or program manager within a technology environment, with a progressive record of successful delivery of complex solutions, systems, or services.

4 years providing strategic design and process direction in a leadership or individual role, working with Cloud Ecosystem partners (system integrators, HW/SW OEMs, platforms, etc.)

3 years of telecommunications experience, engineering or sales engineering experience. Experience working with Cloud products, services and applications Working knowledge on Cloud Strategy, standards (3GPP), protocols

Cloud service integration experience preferred

Technical pre-sales, mid-sales and post-sales support experience preferred

Experience with capture and bid and proposal management preferred

At least 18 years of age

Legally authorized to work in the United States

US Citizenship (without dual citizenship) required

Must be able to obtain US security clearance; Active clearance preferred

The pay range above is the general base pay range for a successful candidate in the role. The successful candidate's actual pay will be based on various factors, such as work location, qualifications, and experience, so the actual starting pay will vary within this range.At T-Mobile, employees in regular, non-temporary roles are eligible for an annual bonus or periodic sales incentive or bonus, based on their role. Most Corporate employees are eligible for a year-end bonus based on company and/or individual performance and which is set at a percentage of the employee's eligible earnings in the prior year.
