Your Specific Responsibilities:
This is a pivotal role within the Community Projects and Grants Administration team within the Bureau of General Services. This position not only plays a crucial part in maintaining transparency, compliance, and successful contract and grant execution within the organization, but it also significantly contributes to the overall success of the organization. The incumbent's expertise ensures that agreements align with objectives, legal standards, and stakeholder needs, thereby making a tangible difference to the organization's operations.
Provides consultation and direction to the business/program area contract and grant managers that oversee the establishment, execution, tracking, amendment, and overall administration of department contracts and grants.
Advocates for department activities, participates in team assignments, process improvements, and special projects, and fosters teamwork. Specific duties and responsibilities include:
Review core contract and grant agreements.Evaluate the scope of work provided in contract and grant agreements.Ensure clarity, feasibility, and alignment with the organization's goals.Identify any ambiguities or inconsistencies in contract and grant agreements.Verify that the proposed activities and deliverables align with the overall mission. If necessary, recommend adjustments to enhance effectiveness.Ensure that the scope of work complies with relevant statutes, rules, and guidelines.Verify adherence to legal requirements, ethical standards, and best practices.Identify any potential risks or non-compliance issues.Collaborates with project managers to define clear performance metrics, milestones, and measurable outcomes within the scope of work.Reviews the budget allocation associated with the scope of work to ensure correctness. If adjustments are needed, work with relevant stakeholders to reallocate resources.Ensures that the scope of work reflects high-quality standards.Review language, formatting, and consistency.Ensure any necessary edits are made to enhance clarity and professionalism.Maintains accurate records of contract and grant agreement reviews.Organize files, track revisions, and ensure version control.Provide technical assistance to department agreement managers.Triage agreement issues, as needed.Assist in reviewing education and communication activities for department contract and grant managers and their supervisors regarding the duties, roles, and responsibilities of an agreement manager as outlined in Florida Statutes (Chapters 119, 120, 215, 216, and 287), rules (F.A.C. Chapters 60A, 69I), and established policies and guidelines, as applicable.
Assist the Community Projects and Grants Administration Supervisor in developing goals and objectives, identifying resources, interpreting statutes and rules, providing technical and administrative assistance.
Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of Florida Statutes, Chapters 119, 287, 219 (and any other applicable to contracts and grants), Florida Administrative Code and policies and procedures related to contracts and grants.Strong knowledge of federal, state, and local regulations and the ability to learn agency policies.Solid understanding of grant writing.Excellent communication and interpersonal skills, with the ability to effectively communicate both verbally and in writing.Strong analytical and problem-solving skills.Proficiency in Microsoft Office Suite.Knowledge of contract and grant process and management softwarePreferred :
Minimum of three years of experience in scope development and/or grant management.Florida Certified Contract Manager Certification.Pay
