DoD SkillBridge - Supplier Program Manager (Active Duty Military Only)

Through DoD SkillBridge and Hiring Our Heroes, Sierra Nevada Corporation provides internships to service members transitioning to the civilian workforce. These internships include up to six months of on-the-job training for eligible service members. During this time, participants gain valuable work experience in the civilian sector and build professional networks as they prepare for their transition to full-time civilian work.
Staffed out of supply chain, and assigned to a program or proposal, Subcontract Program Managers (SPM) are the primary technical experts within Supply Chain. As the SPM on a program, you will be responsible for the cost, technical and schedule planning and success of multiple subcontracts and major procurements for the program. You will ensure timely and accurate completion of all technical requirements documentation, an adequate labor and non-labor budget, and an achievable plan to meet the program mission. Collaborating with assigned Supply Chain Subcontract Leads, the Program Office, Engineering, Operations and Business Management you will develop and install the program budget & schedule for these larger procurements and then facilitate execution within that plan. You will consolidate and capture subcontract risks at the program level, mitigating and resolving as necessary to ensure internal and external work products meet cost, technical, and schedule requirements. You will be the primary technical and programmatic voice in developing supplier requirements and evaluating supplier proposals, and, as required, the focal point for development and communication of negotiating targets to the Subcontract Leads.

Responsibilities:
Create the Program-level Subcontract Management Plan, including strategy, structure, roles reporting responsibilities, and communication plan
Responsible for the coordination between supply chain and the program, ensuring supply chain personnel responsible for supplier performance execute to their schedules and deliver on milestones
If assigned to a platform, product line, BU or product support team, collaborate and communicate potential long-term investment strategies to reduce lead-time and cost
Identify and coordinate the need for alternate/additional sources to the program and engineering to improve competition and leverage - be the supply chain architect on the proposal or program, delivering a competitive, capable, compliant program supply base
Within proposal or program setting, lead business requirements, technical evaluations, risk assessments and Basis of Estimate requirements and supporting strategies on behalf of supply chain
Development of source selection strategy, criteria and planning, including participation in Make / Buy assessments
Develop and document labor and non-labor program Basis of Estimates associated with subcontracts and major procurements
Develop program/technical requirements documents
Support technical evaluation of proposals for content and quality
Lead the development of source selection plans, communicate and justify results to program leadership
Must-haves:
Currently serving as active duty military and be eligible to participate in the DoD SkillBridge program
Bachelor's Degree in a related field and typically 2-4 years of relevant supplier experience
Relevant experience may be considered in lieu of required education
Experience with Program Management is essential
Logistics or general Supply Chain experience does not substitute required subcontractor and /or program management experience
The ability to obtain and maintain a Secret U.S. Security Clearance is required
Experience working in aircraft, aerospace, electronics, software and/or other high tech industries
Preferred:
Understanding of Federal Acquisition Regulations (FAR)
Technical understanding, with a Technical degree preferred Ability to influence all levels of the organization Knowledge of program management and subcontract management techniques including thorough knowledge of cost & schedule analysis and earned value management Experience managing risk and opportunities Experience managing complex subcontractors Approximately 25% travel, on average, with extensive travel from time to time
