Duties and Responsibilities
*Serves as lead Human Resources Specialist (HR) for the College of Engineering. Responsible for all aspects of HR management and administration, including but not limited to recruitment and selection, compensation, benefits, leaves, staff development and training, and HR records management.*Uses judgment and creativity in determining approaches to resolve unique HR problems. Advises on best approaches to handling situations.*Formulates and/or recommends sound internal personnel procedures and practices. Exercises discretion and sound technical analyses to a variety of HR management or related issues.*Serves as the official personnel record custodian responsible for maintaining HR documents and records in accordance with established university, state and federal policies, procedures.*Responsible for the execution of all personnel transactions for all employees in the college.*Serves as the College EEO/AA Officer.*Advises Dean, Associate Dean, supervisors, and/or applicable and necessary individuals on the process for accommodations under the Americans with Disabilities Act (ADA).*Provides guidance to departments on the recruitment process to ensure accuracy and compliance.*Reviews and advises on salary recommendations, adjustments and special compensation for faculty and staff in accordance with University policies and procedures.*Responsible for the onboarding process, ensuring all new employees are appropriately apprised and enrolled in benefit programs.*Keeps abreast of University, State, and Federal rules, regulations, practices, and policies applicable to human resources matters.*Attends training to remain updated on current trends and information related to human resources management. Applies content learned to the daily operations of the college.*Advises the Dean, Associate Dean, Chairs and Administrative Officers on interpretation of collective bargaining contracts, Board of Regents Policies; University policies and procedures, and other rules and regulations related to human resources matters.*Develops and conducts training related to HR matters. Identify areas where training is needed and coordinate training sessions to keep staff abreast of current and best practices.*Works with college staff to ensure annual and periodic performance evaluations are conducted in a timely manner. Provides guidance to supervisors on resolving performance issues.*Maintains a collaborative and positive working relationships with administrators, faculty, staff, and UH community, including the employee unions, to build a network of resources to support the college.*Serves as the liaison with UH Faculty and Scholar Immigration Services to ensure timely and appropriate processing of visas for employees and visiting scholars.*Responsible for handling of workers? compensation claims, including processing claims to the third-party administrator in a timely manner and in accordance with policies and procedures.*Responsible for processing requests for employment verification.*Conduct formal/informal investigations on complaints and grievances internal/external to college, provide guidance to ensure compliance with applicable collective bargaining agreements and applicable rules, regulations, policies and procedures.*Collaborates with the Senior Administrative Officer on the annual organizational chart updates, functional statements, BJ tables, and vacancy reports.Supports the Special Assistant to the Dean with academic personnel processes such as tenure and promotion, contract renewal, post-tenure review, emeritus status, etc.Other duties as assigned.* Denotes Essential Functions
Minimum Qualifications
Possession of a baccalaureate degree in human resources, business administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources, business administration, or a related field; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Considerable working knowledge of principles, practices and techniques in the area of human resources, business administration, or a related field as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources, business administration, or a related field.Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.Demonstrated ability to operate a personal computer and apply word processing software.If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.Demonstrated knowledge of human resources database management systems such as Peoplesoft.Demonstrated ability to exercise judgment, apply tact and discretion in dealing with diverse groups and confidential information.Demonstrated ability to work effectively and independently under pressure, with frequent interruptions, and remain flexible in multi-tasking several concurrent projects with competing deadline.
Desirable Qualifications
Previous experience working in a higher education environment.Knowledge of HR policies and procedures of UH and RCUH.Proficient in UH Human Resources Information Systems.Experience conducting investigations.Experience consulting and working with the union(s).Experience facilitating discussions with individuals experiencing conflict.Demonstrated ability to conduct training/workshops.Valid government notary.
