Duties and Responsibilities:
Chief Human Resource (HR) Specialist for CTAHR. Provides professional HR support and responsible for providing solutions on a wide range of HR activities and unique situations due to agriculture nature and state-wide distribution of programs/staff.Serves as chief resource support for providing broad knowledge of theories, concepts and principles of HR management to serve the mission, objectives and current issues of CTAHR; serves units statewide.Provide technical and consultative guidance in all areas of HR including recruitment and selection, benefits, classification/compensation, labor relations, staff development, workers comp and immigration to executives, department chairs, faculty, and staff.Demonstrates judgement, creativity, and ingenuity in analyzing and determining new approaches to resolve unique HR problems where guidelines do not exist or standard procedures are not sufficient. Advise on options of best approach to handling situations.Ensures faculty/staff and management (internal and external to CTAHR) are complying to all HR related policies, statues, rules, regulations, collective bargaining contract provisions, interpretations, and campus processes.Reviews, audits, executes appropriate HR documentation ensuring appropriateness, accuracy and compliance with applicable collective bargaining provisions, university policies and procedures, Federal and State laws, etc.Coordinates and/or oversees faculty personnel processes for CTAHR to include tenure and promotion, contract renewal, faculty evaluation, and emeritus status.Oversees all HR transactions (including but not limited to PNF, EUTF, WC and other personnel forms) and serves as Appointing Officer with signing authority.Oversees workers compensation, sabbatical, leaves, and accommodation requests, and immigration/visa matters, in accordance with current policies and procedures.Prepares and processes action memo requests (e.g. executive appointments, above salary thresholds, waivers, etc.). Researches information provided and reviews for consistency, equity, etc.Conducts informal/formal complaints and/or participates in the grievance process within CTAHR. May also function as a fact-finder for investigations outside of CTAHR.Responsible for assigning, coordinating, and providing training and reviewing the work of subordinates; responsible for evaluating performance and takes corrective action necessary.Collaborates with the Director of Administrative Services on CTAHR's annual organizational chart updates, functional statements, BJ tables, and vacancy reports.Serves as a custodian for CTAHR official personnel files. Responsible for records management; employee benefit counseling, employment document processing functions, and maintenance and monitoring of vacation and sick leave records.Responsible for developing and conducting college-wide training of all administrative/support staff and applicable principal investigators located statewide--Oahu, Kauai, Molokai, Maui and Hawaii Island on UH and CTAHR standards and procedures.Develops or improves policies, procedures, systems and controls to increase effectiveness and efficiency of CTAHR personnel operations. Makes recommendation, conducts inspections/audits in support of programs, counties, departments, and units.Represents the college on committees relating to fiscal policies, special projects, and development of university-wide fiscal management systems/forms/policies/procedures.Develops and presents to management or other personnel special written or oral reports and recommendations as requested.Keeps abreast of emerging HR human resource legislation, policies, procedures, and practices and assess the impact on CTAHR operations and practices. Provide timely dissemination and training, as needed, to CTAHR employees on new/revised information.Other duties as assigned.Minimum Qualifications:
Possession of a baccalaureate degree in Human Resources Admin, Business Admin, or related and 5 year(s) of progressively responsible professional experience with responsibilities for Human Resources Administration and Management; or equivalent education/training or experience.Considerable working knowledge of principles, practices and techniques in the Human Resources Administration and Management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Human Resources Administration and Management.Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.Demonstrated ability to operate a personal computer and apply word processing software.For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Desirable Qualifications:
