Manager, Process Engineering

Lead the Process Engineering Department. Ensure the department is supporting the refinery's process engineering needs on a short and long-term basis and is accountable for the plant process health, optimization, and management as well as performing engineering studies and drive solution approaches for a wide range of assignments by applying technical expertise and problem-solving capability. Foster a positive working environment that is inclusive and respectful of all, support the site and TRC values and objectives, and model integrity and work commitment.PRINCIPLE RESPONSIBILITIES:

Health, Safety and Environmental (HSE):

Maintain 100% compliance with and fully support refinery HSE policies, procedures, guidelines and initiativesServe as a safety leader within the Refinery by setting the example for safety in the fieldAddress/communicate observed unsafe conditions immediatelyResponsible for overall safety performance of the process engineering personnelInstill the expectation to identify and eliminate hazards associated with daily work activity and enforce the use of safe work procedures and practicesConsider potential HSE impacts when completing maintenance work scopeActively participate in safety meetings and safety auditsDaily Support (Tactical responsibilities):

Responsible for delivery of process design packages for refinery projectsResponsible for ensuring proper technical support for operations troubleshootingPrepare and manage budget for refinery utilities and Process Engineering DepartmentResponsible for refinery energy monitoring and optimizationProvide technical support to all departments such as Turnaround, Environmental and Process SafetyParticipate in selection/development of key manufacturing information systemsLong-term Support & Leadership (Strategic responsibilities):

Communicate plans and optimization direction for the organizationContribute to long range planning and capital budgeting processesResponsible for monitoring and optimization of the processes operated by the business unitAssists in the selection and application of technology consistent with the business unit's strategyManage key refinery programs targeted to achieve long-term improvements in specific areasDevelop and champion ways to improve refinery performanceDevelop staffing strategies to meet the demands for engineering and technical resourcesSupervisory & Leadership:

Handle all administrative, labor relations and personnel issues in a timely mannerDevelop training plans for the engineers to improve their refinery operations knowledge and technical expertise and to drive their growth as future leadersClearly set and drive expectations of direct reports and communicate concerns or issues with Technical Department ManagerCommunication Responsibilities

Maintain effective lines of communication across the refinery including the Safety, Maintenance, Operations, Reliability, etc.Coordinate and communicate issues and weekly progress with Process Engineering annual planAbility to communicate and report at a high level to Upper ManagementActively participate in corporate Best Practice Teams and TRC initiative teams, as assignedABT, Turnaround, Capital Projects Responsibilities

Provide process engineering support to Area Business Teams (ABT)Provide process engineering support to turnaround group at scope development, planning, and execution stages as assignedProvide support to ensure capital project success at proposal, design, and construction stages as assignedReporting & Documentation

Provide input and complete assigned Technical Services reports; maintain neat and orderly Technical Services files for the refinery (paper and electronic)JOB QUALIFICATIONS:

Bachelor's Degree in Chemical Engineering or similar field of study required10+ years experience working in Refining or PetrochemicalMust have supervisory experienceFamiliarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
