(ESH), in Medical Lake, WA, is committed to providing quality inpatient treatment for people with serious or long-term behavioral health diagnosis that have been referred to the hospital through a behavioral health organization. ESH, within DSHS's , serves adult patients in Treatment Malls focused on geropsychiatric, civil, or forensic care.

The Budget and Finance Manager works directly with the CFO / CAO and the executive leadership at ESH for budget development and analysis. You will offer expertise in budgeting and spending projections pertaining to decisions impacting the hospital's biennial budget for specific areas within the hospital. You will also facilitate and ensure quality of complex data collection and analysis used in financial analysis and recommendations and oversees execution of strategic planning.

You will have general oversight of four warehouses which provide various supplies for patient care including medical supplies, patient clothing, personal protective equipment, and patient care supplies. This oversight includes independent decision making on process improvements, change implementations, and long-term planning to meet hospital needs. You'll also ensure warehouse operators remain in compliance with state and local regulations along with federal regulations set by The Joint Commission and the Centers for Medicare and Medicaid Services.

This position is relied on for oversight of hospital-wide budget development and financial analysis. The Budget and Finance Manager supports and contributes to the agency by providing detailed budget information, financial analysis, and ongoing monitoring of ESH expenditures that impact the budget. You will provide accurate and timely analysis to various stakeholders that support the necessary financial decisions that impact ESH. Through delegated authority, you'll provide fiscal approval for routine and non-routine hospital expenditures along with obtaining agency approval as necessary for purchases reaching specific fiscal thresholds.

Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.Some of what you will do:

Budget Development/Monitoring/Financial Analysis:You will function in a key role in the planning and development of the ESH biennial budget and the annual internal budget allocation process, including:Assist with planning and coordinating biennial budget development:a. Working with cost center leaders to understand their programmatic budgetary needs, both current and future;b. Provide comprehensive financial budget from the specific programmatic budgetary needs and make recommendations based on requirements identified throughout the facility that meet the overall spending authority.Review and oversight of FTE reporting and expenditure coding to ensure consistency, and accuracy of reporting.Monitor monthly revenue and expenditures and provide a monthly financial analysis as compared to historical and budgeted information.Forecast and monitor FTE's salary and wage expenditure, including components of wages such as regular wages, overtime and various types of leave for overall analysis and understanding impacts to budgets at the cost center and hospital levels.Communicate with cost center leaders providing feedback on actual expenditures as compared to budgets and assist in identifying ways that the leaders can meet the budget targets.Assist with development and implementation of financial policy for ESH programs in accordance with federal regulations Washington State Budget and Accounting Act, and broad policy as set by BHA and DSHS management.Monitor financial relationships with partners and vendors, supporting contract management.Develop, prepare, and keep current financial analysis assumptions related to staffing and cost based on various budget scenarios, assist with any legislative requests regarding staff and reconcile the funded position to the Salary and Projection System. Assist with development of fiscal notes and decision packages for biennial budgets.Provide, update, and distribute various staffing reports for Executive Leadership and Governing Body.Provide technical assistance and guidance to the CFO/CAO executive leadership and other stakeholders on policies, management of positions tracking and reporting requirements strategies to control overtime expenditures agency directives, and other costs associated with collective bargaining agreements (CBA).Who should apply:

ANDFour years of experience conducting research and analyzing financial data, policies, laws, rules, regulations;

Preferred knowledge, skills, and abilities:

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
