POSITION SUMMARYMEPPI's Transportations Systems Division is looking for a
Purchasing Manager to manage the purchasing functions of planning, purchasing, vendor management, delivery and returns for the division and products. In addition, the successful candidate will oversee purchasing activities and materials management according to the requirements of MEPPI's business system and the production and forecast schedules to maximize overall efficiency.ESSENTIAL FUNCTIONSManage and communicate product deliveries with Mitsubishi Electric of Japan. Collaborate with appropriate TSD personnel on establishing delivery forecasts while supporting production, and business inventory levels. Analyze new unit production schedules against supplier capacity and lead times. Approve purchase orders as appropriate.Negotiate contracts, terms and conditions, conflict resolution and non-conforming material (MRR) cost recovery.Assist TSD Sales and Marketing with material and equipment costs and/or estimates as required for proposal preparation.Oversee and execute sourcing, negotiations and procurement of capital expenditures for TSD, as needed.Approve purchase orders per the Company's Limits of Authority Policy. Review completed Purchasing Terms and Conditions Summaries for compliance with company policies.Maintain optimal inventory of production materials, such as bill of materials items, electrical and mechanical parts and components, and expense items to efficiently support continuous production.Manage the purchasing and sourcing staff according to Company policies and procedures to effectively achieve Company and Division objectives. Develop employees by training, cross-training and providing continued education opportunities. Conduct performance reviews and provide input for salary decisions.Review quotes, proposals, requisitions, and purchase orders for accuracy and conformance with established policies, procedures, and guidelines. Collaborate with in-house legal counsel as necessary to create legal documents and contracts for procurement of materials and services.Place and manage purchase orders for spare parts inventories ensuring quality assurance and delivery control.Further the goals and positive, professional image of the Operations Department by conducting business with other MEPPI departments, suppliers, etc. in a timely and cooperative manner.Know MEPPI's Quality, Safety and Environmental Policies. Be able to fully discuss the importance of these policies and how they impact work.QUALIFICATIONS
Bachelor's Degree in Business, Engineering, or other related discipline with 7 years of experience in purchasing, subcontracts, and/or materials coordination and 3 years of management experience, or equivalent education and experience.Advanced skills in Purchasing systems, and techniques including experience with global purchasing.Ability to negotiate terms and conditions with suppliers and subcontractors.Ability to develop back-to-back terms and conditions for major complex subsystem subcontractors.Advanced interpersonal, communication and presentation skills required to communicate with employees, vendors and customers.Advanced analytical and problem-solving skills.Advanced computer skills with emphasis on Microsoft Office products, relational databases and MRP/ERP systems.
