The Tehama County Department of Social Services is the largest department in the County with a budget of over $50 million dollars. The department includes Adoptions, Adult Services (IHSS and APS), CalWORKs Plus, Child Protective Services, Community Action, Eligibility, and Administration.
The Department works in close partnership with many community-based organizations, other county departments, schools, and agencies. As a rural county, it serves clients from the valley floor to the mountains, and focuses on good customer service as embodied in its mission statement - "Partnering with Our Community to Assist, Empower, and Protect."

About the Position:The Program Manager for the Adult Branch serves as part of the Tehama County Department of Social Services Administration Team and is responsible for initiating, planning, organizing, and directing the design, development, and implementation of multiple services. The services include: Adult Protective Services; In-Home Supportive Services; Adoption Services. This position will need to solidify and support the changes made in the branch and continue the process of effectively integrating new and established social work practices.
The Ideal Candidate:The ideal candidate is someone who communicates well; enjoys working with community partners; genuinely cares about clients and the social work staff; makes sound decisions through a participatory process with others; possesses highly efficient organizational skills and well developed interpersonal communication abilities; is comfortable managing budgets and contracts as well as inspiring good social work practices; is able to evaluate staff and program performance in all assigned areas to ensure effectiveness of services; has strong management skills and the ability to multitask and meet multiple deadlines. The individual must be professionally mature and confident in their knowledge, as well as, patient and approachable with a willingness to address issues and concerns as they arise.Examples of Duties
This position has primary responsibility for the management of the Adult Services Branch.
Typical duties include:
Daily management of Adult Services Branch through the 4 Social Worker SupervisorsSelects, trains, evaluates and disciplines subordinate staffServes as a resource for interpretation of Federal and State lawsLiaison with Community Based Organizations and County PartnersParticipates at regional and state level meetingsPerforms analysis and prepares detailed written reports of findings pertaining to the quality and efficiency of services provided within the assigned programProvides professional and technical consultation on complex program mattersSpeaks and writes effectively in a professional mannerPlans, implements and evaluates programs within the branch to ensure operational efficiency and effectiveness, and assists higher-level management in departmental strategic planning.Develops or revises policies and procedures to operationalize federal, state and local requirements for all programs within area of responsibility.Oversight of related contracts, budgets, and grants.For a detailed job description click here :
Education, Experience & Licenses
In addition to the education and experience requirements specified in the Merit Systems/Cooperative Personnel Services classification specification, Tehama County requires:
Equivalent to completion of the twelfth (12th) grade.Minimum QualificationsPattern 1:
One (1) year of full-time experience performing duties comparable to a Social Worker Supervisor I or II, Eligibility Supervisor, Employment and Training Worker Supervisor, or supervisory experience in administrative and staff services work in areas such as personnel, administrative analysis, accounting, auditing, budgeting, or data processing in a public social services agency.
OR
Pattern 2:
A graduate degree in public administration or business administration or a Master's Degree in Social Work or a Master's Degree from a two year counseling program;
AND
one (1) year of full-time journey-level experience in employment, eligibility, social service work, or administrative and staff services work in areas such as personnel, administrative analysis, accounting, auditing, budgeting, or data processing in a public social services agency;
AND
one (1) year of full-time general supervisory experience.
License & Special Requirements:Requires a valid California driver's license.
