Position Summary:This position is responsible for conducting environmental compliance inspections and manage third-party audits of residuals processing facilities relative to compliance with Federal, State and Local laws, regulations and permits, consent orders and Company policies and procedures. This includes follow-up on the audits relative to the implementation of corrective and preventative actions. This position also entails working with existing and new facilities to establish permit binders and environmental compliance calendars and SOP binders which document facility compliance obligations. This position also serves as a back-up to the Environmental Compliance Director relative to oversight of the Residulal Management System program as it relates to residuals monitoring, recordkeeping and reporting.Key Responsibilities:Manage third-party environmental compliance inspections and audits of residual processing facilities and evaluate compliance with residuals related Federal, State, and Local regulations and permits, and Company policies and procedures.Ensures Company maintains environmental compliance by keeping current with regulations and compliance programs, making recommendations for compliance guidelines and properly monitoring and auditing operations.
Document compliance issues and work with the facilities to implement corrective actions and prevention programs. Track completion of corrective actions and implementation of prevention programs.Work with existing and new facilities to establish permit binders, SOP binders and environmental compliance calendars which document facility daily through long term compliance obligations.Work with facilities' staff with respect to compliance matters including self-reporting, corrective actions, NOV settlements and enforcement actions.Lead or support communications with regulators and customers with respect to environmental compliance mattersAssist the Environmental Compliance Director in maintaining and updating Synagro's Residuals Management System (RMS) including set up of new projects and with QA/QC of monthly and annual reports. Serve as a back-up relative to oversight of the RMS program as it relates to residuals monitoring, recordkeeping and reporting.Review incoming trade journals/publications and route relevant articles to Synagro staff.Evaluate and, if needed, recruit, direct report to assist in facilities compliance tasksAssist with preparation, review and comments on Facility specific Plans and SOPs related to air, water, solid and hazardous wastesAssist in insurance provider reviews of Facilities
Knowledge/Skills/AbilitiesAbility to review and interpret permits, regulations, contract compliance requirements, etc.Ability to assess compliance during auditsAbility to travel with overnight stay when neededAbility to work independently and as a team memberAbility to establish and maintain effective relationships with other management staff, employees and outside agenciesPossess strong oral and written communication skillsStrong attention to detailProficient in MS Office productsAbility to write and interpret reports from RMS systemAbility to travel frequentlyQualification

Skill RequirementsBachelor's Degree10 or more years work experience in air, water, solid and hazardous waste managementMinimum of 4 years experience in residuals management and environmental compliance/auditing field requiredBackground in RMS program via RMS Monitoring or Technical Services work with RMS a plus
