ECS is seeking a Technical Quality Assurance Lead to work in our Fairfax, VA office. ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements. An aptitude and enthusiasm for continuous learning, improvement, and cyber security is a must!ECS is seeking a Technical Quality Assurance Lead to define and implement a holistic approach to ensuring the satisfaction of functional and non-functional requirements for a highly complex and dynamic federal cyber solution. The Technical Quality Assurance Lead will be responsible for defining and implementing an end-to-end testing and validation approach to optimize efficiencies and effectively manage technical risk. Oversight responsibilities include functional testing for Contractor-developed code and integrations, performance and load testing, manual usability testing, automated regression testing, Government independent testing, iterative integration testing to include multiple COTS tools in response to platform upgrades and dynamic data sources. The Technical Quality Assurance Lead will design a test and validation approach to achieve compliance with Technical SLA's, including targets for data ingestion, system availability and performance.The successful candidate will define, staff and lead a team of 15+ testers and serve as an engineering thought leader for the successful design and operation of large-scale integrated system-of-systems. The ideal candidate will have experience and proven success leading Testing and Quality Assurance operations in a dynamic, complex operations environment. We are seeking a dynamic and experienced leader, who is able to effectively engage resources and work across teams to decompose large, complex problems into workable solutions. An aptitude for leading people, strategic risk management, and the ability to effectively communicate at all levels of the organization are a must.US citizenship with ability to obtain Public Trust SuitabilityA minimum of 8 years of relevant experience designing and leading large-scale testing and technical quality assurance operations, which includes managing compliance with technical quality metricsA minimum of 8 years of experience as a tester for large scale IT solutions, including experience across three or more testing functions (e.g. functional testing, usability testing, automated testing, performance testing, etc.)A minimum of 4 years supporting Federal government customers as a Test Lead or equivalent and familiarity with developing test plans and processes that meet government systems engineering and testing requirementsProven record of high performance and substantial achievements in past positions, including defining, building and leading high-performing technical teamsDemonstrated aptitude for working in a fast-paced, dynamic, matrixed work environment; Ability to elicit and shape work requirements and decompose complex challenges into actionable plans, based on an understanding of higher-level objectivesExperience evaluating and applying automated testing frameworks and tools within a CI/CD pipeline. Experience with Selenium / Selenium Web Driver is preferredExperience evaluating and applying performance testing tools to ensure systems and applications meet performance requirementsProven success developing and maintaining formalized deliverables for large scale-federal programs including the following or equivalent: Test and Evaluation Master Plan, Test Cases, Requirements Traceability MatrixExcellent communication, collaboration, and relationship-building skills including customer and employee engagementIntermediate level understanding of integrated ALM solutions (for example JIRA integration with Confluence, GitHub/Bitbucket)
