ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

ECS is seeking a Program Operations Manager to oversee the management of operational activities and day-to-day tasks so that the team can effectively and efficiently execute program management operations. The ideal candidate will be responsible for managing the people, processes, and process improvements through feedback, problem solving, team collaboration, and program maturation. Proficiency in communication and the ability to tailor that communication to different environments and with different teams, across multiple mediums, is a must. Responsibilities include:
Operational planning, schedule management, resource management, quality control, and opportunity management to successfully navigate daily program management requirementsManaging and coordinating activities across multiple teams of resources to complete tasks and deliverables in compliance with government contract requirementsFacilitating the development and maintenance of the IMSWorking with the Program Manager, Deputy Program Manager, and Quality Control to facilitate Monthly Status Report updates across all task areas and compile monthly metrics for reportingRoutinely reporting and tracking risks in the Government Risk Management SystemEngaging with members of our team, senior leadership, and stakeholders to proactively seek ways to improve processes and implement best practices to fulfill program objectives while ensuring alignment to program values of transparency, inclusion, and continuous improvementFacilitating the fulfillment of routine reporting requirements and taking ownership of internal communications and knowledge managementOverseeing the onboarding/offboarding of all contractors to government systems including the provisioning of all government funded equipment (GFE) laptops and mobile devices and maintaining the inventory of asset tag numbersOrchestrating responses to government data callsMaintaining the Knowledge Management portion of the program SharePoint siteMust be a US citizen with ability to obtain Public Trust Suitability10+ years proven experience in an operations coordination or similar roleProficiency with office productivity software such as Microsoft 365, and program management tools such as MS Project, Jira, etc.Ability to analyze program data and generate necessary reports and deliverablesDemonstrated leadership capabilities and the ability to motivate and guide a teamFlexibility to adapt to changing priorities in a dynamic environmentKeen attention to detail to ensure accuracy and quality in program executionAbility to think strategically and align program operations with organizational goalsExcellent verbal and written communication
