Summary

The King County Facilities Management Division Finance Division is looking to fill Business and Finance Officer III position, supporting our Real Estate Services division. We are looking for someone who would be able to execute financial requirements of real estate acquisitions and sales transactions to ensure compliance with agreement terms; oversee operating fund leases to ensure compliance with lease terms.

The finance professional in this role would be responsible for overseeing and implementing all the accounting, budgeting, and reporting of financial activity for the Facilities Management Division for both the Real Estate Operating Fund and the Long-Term Lease Capital Fund.

Those duties would include monitoring leases for compliance with terms of the lease agreements and providing financial analysis of the Capital Fund; preparing the biennial budget and working with PSB to review accuracy of both the Capital budget and Operating budget proposals.

This role would also be required to provide cost and revenue analysis for the Division staff and other KC agencies, including providing expertise and recommendations for the Division lease database development. The BFO III in this role is responsible for making recommendations to FMD leadership on matters related to financial processes, including making Fiscal notes on packages being submitted to King County Council.

In this role, the BFO III would assign, direct and monitor the work of the Business & Finance Officer I which includes 1) overseeing permit billing and processing of permit payments, 2) reviewing and approving RES invoices for payment, 3) reviewing RES lease invoicing and directing adjustments to customer accounts as needed,

Job Duties

Real Estate Services SectionReview and analyze Proforma Budget reports prepared by PSB; work with PSB to develop Agency Proposed Biennial budget as needed.Analyze revenues and work with RES staff to calculate estimated biennial revenue projections for permits, acquisitions, sales, property management services and leases; prepare revenue estimate documents; submit revenue figures into PSB budget system; submit revenue documentation to PSB; run Budget System reports and reconcile with submittals to ensure accuracy and completeness.Analyze expenditures to determine biennial budget requirements for staff salaries, supplies and services; provide analyses and recommendations to RES manager; work with RES manager on new requests; prepare cost estimates and budget submittal documents for new positions and/or other new requests; submit information into Budget System including supporting documents; run Budget System reports and reconcile with submittals to ensure accuracy and completeness.Review budget submittals with PSB analyst, answer questions, provide documentation.Provide information to FMD Finance Manager, Real Estate Services Manager and PSB analyst for questions from Council Staff.Review incoming cash/checks for deposit to ensure proper coding and record keeping.Perform other work as needed.Long Term Lease Capital Fund

Maintain database of rent and operating costs and provide the information for budget development, review budget proposal with PSB, submit revisions as needed, implement and monitor project budgets for 80+ capital leases.Analyze lease documents to pull all financial information, determine rent schedules, lease terms, KC operating cost responsibilities, other additional costs outlined in lease clauses.Review lease operating cost estimates and annual operating cost reconciliations submitted by landlords; analyze cost changes and provide analysis to RES leasing staff.Verify rates for scheduled changes and process monthly lease payments for multiple KC agencies; work with lessee agencies to collect reimbursement for monthly expenditures. Provide agencies with information on lease budgets, estimated costs, lease terms.Monitor and develop projections of fund balance; provide fund analysis for presentation to Finance Manager, Division management and PSB.Analyze leases to prepare cost projections of rent and operating costs for RES staff, Division management, legislation fiscal notes, lessee agencies and for FBOD's Gravity database group.Act as subject matter expert pertaining to all financial aspects in development and implementation of lease database software.Experience, Qualifications, Knowledge, Skills

Minimum Qualifications

Bachelor's degree in finance, business, accounting, or related field; OR an equivalent combination of education and experience.At least three (3) years of progressive experience in budget development, business analysis, financial reporting and forecasting, and use of enterprise-wide financial applications.Demonstrated experience in presenting budget information as it relates to key policy issues for resource allocation.Demonstrated experience in ERP/financial management systems, budget development and tracking systems, reporting systems and solutions.Ability to work well within a team, communicate challenges, and identify opportunities to collaborate with other team members.Ability to synthesize complex financial and accounting issues in simpler terms for a non-finance/accounting audience.Ability to identify opportunities for process efficiencies.Ability to plan, prioritize, and meet deadlines.Skilled in conflict resolution and ability to act in a tactful and diplomatic manner, especially with other divisions, auditors, and external agencies.Proficiency using Microsoft Office products, especially Excel (intermediate to expert level).Desired QualificationsKnowledge of public sector accounting and auditing, including structure, programs, funding sources, and policies.Federal, state and local audit requirements for grant administration.Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.Experience in cloud computing environment - Office 365, OneDrive, SharePoint.Understanding of the principles of equity and social justice.Our Ideal Candidate Will Have the Following Competencies:Manages Ambiguity:
