Summary

This recruitment will be used to fill 1 Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) position. The TLT/SDA is anticipated to end 12/31/2025, with the possibility of extension.

The Road Services Division owns a large maintenance headquarters campus in Renton, five regional maintenance facilities, and numerous satellite maintenance sites and properties located throughout the unincorporated area of King County. These facilities are critical to support the division's mission, but many are between 40 and 60 years old, with a few dating back to the early 1900s. The location and functionality of these facilities are critical for Road's emergency response and efficient ongoing operations. Some of these aging facilities have issues that compromise the ability to provide services efficiently and effectively. There are also satellite maintenance sites and properties that are inactive and surplus to the needs of the division. King County divisions and departments including Fleet Services, Parks, and the Sheriff's Office are tenants to some of the maintenance facilities.

The Road Services Division - Director's Office is looking for an individual to lead a facilities planning initiative. This role involves collaborating with division leadership and staff, county tenants, and the King County Facilities Management Division (FMD) to develop a strategic facilities plan that will guide the Road Services Division's capital improvement program (CIP) and shape future investments in its property portfolio. The position will also focus on implementing the high-priority recommendations from the strategic plan, including leasing, selling, acquiring real property, initiating a long-term maintenance plan, and establishing agreements with county tenants and external partners. Additionally, this role will work closely with division staff, FMD, and the Fleet Services Division to support planning efforts for electric vehicle infrastructure.

The successful candidate will possess an entrepreneurial mindset, think strategically, and collaborate with key partners to plan for the highest and best use of Roads facilities in support of division functions and goals. This position will report to the Deputy Division Director and be a member of the Road Services Division - Director's Office.

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:

Serve as division's subject matter expert on regional maintenance facilities planning efforts to department leadership, county officials, county agencies, and others.Direct and lead strategic planning for complex projects, ensuring work complies with all relevant laws and regulations. Develop objectives, timeframes, deliverables, and project success assessment criteria. Report on project status, goals, budget, schedule, and other issues.Establish partnerships through Memorandum of Understanding or other agreements with county agencies and external organizations for shared use of Roads owned facilities or partner facilities.Collaborate with the Facilities Management Division to identify, evaluate, and execute real property acquisitions and real property surplus sales to begin implementing preliminary recommendations of the strategic facilities plan.Represent the division at interagency/executive committees, and task forces, providing information and advice regarding project issues. Solicit input and present division's point of view with the goal of obtaining acceptance of project's objectives. Resolve politically sensitive issues associated with the project.Identify revenue sources and prepare forecasts including risk assessments. Utilize existing revenue forecasts and identify potential changes in economic circumstances, under-collection, and implementation issues.Analyze legal, technical, financial, political, and other issues pertaining to assigned projects and develop and draft recommendations and/or legislation based on issues analysis and internal/external customer or community input.Work with policy, budget/finance, operational managers, and other subject matter experts to generate prioritized, actionable strategies and plans.Facilitate and assist in implementing Lean continuous improvement practices, such as process improvements related to delivery of the division's programs and services.Perform other duties as assigned.Experience, Qualifications, Knowledge, Skills

Advanced knowledge and skill in managing highly visible and politically sensitive projects; proficiency in organizing, planning, and executing tasks, as well as preparing thorough and relevant documentation.Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, influencing decision-makers in a political environment, and working with the media and the public.Skill in gathering, analyzing and synthesizing data; expertise in writing clear and effective reports; and the ability to present technical, financial and narrative information to diverse audiences.Advanced knowledge of strategic planning principles and practices; advanced analytical and conceptual skills.Ability to design and facilitate engaging meetings and work sessions, with participants that reflect diverse interests, skills, and knowledge, in support of strategic initiatives.Skill in developing contracts, interagency agreements, and/or legislation to support project objectives.Skill in managing and prioritizing multiple competing priorities.Are culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace and are dedicated to building bridges.Are skilled and comfortable using technology, including, office productivity suite (the county uses Microsoft Office).Desirable Qualifications:

Experience in building, facilities, campus planning, and public infrastructure funding.Necessary Requirements:Valid Washington State Driver's License, or the ability to obtain one prior to hire.

TELEWORKING REQUIREMENT:This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed.
