The Child and Family Health Division within the Minnesota Department of Health is looking to add a Preschool Development Grant Lead to their team! This position will be responsible for the coordination and statewide implementation of agency-specific activities related to the federal Preschool Development Grant (PDG) using the guiding principles of racial equity, trauma-informed, geographic responsiveness, intersectionality, cross-agency, whole families, and inclusion and belonging. This position serves as the Minnesota Department of Health (MDH) PDG cross-agency lead with the Minnesota Departments of Children, Youth and Families; Human Services; and Education staff leads and directs MDH-led activities in the PDG, including tracking and implementing agency-specific contracts, and building relationships across state agency and local public health and community-based staff statewide.

Primary Job Responsibilities:

Fostering connections between the work of the MN Story Collective, mixed-delivery partnerships, professional development opportunities and family engagement activities.

Serve as a MDH representative on the interagency Help Me Connect (HMC) Planning Team and support the transition of HMC to the Department of Children, Youth and Families, which includes maintaining and improving MDH and local public health feedback loops for HMC evaluation activities.

Coordinate the collaboration between the PDG strategic plan implementation and the Maternal and Child Health Title V Block Grant, the MDH Family Home Visiting, Women, Infant and Children Supplemental Nutrition Program (WIC)) and the Child and Family Health Division strategic plan development and implementation to assure alignment of action steps and evaluation measures.

This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion. This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.

Occasional travel to in-person meetings is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

To ensure proper credentialing, the following minimum qualifications must be clearly demonstrated in the applicant’s work experience, with clear dates of employment included.

Four (4) years of experience in a public health/human services setting administering grants. Experience must include the following:

Coordinating with community partners, inter-agency partners, and/or external partners on grant related activities.

Implementing and overseeing contract activities, such as ensuring contracts are being executed, policies and procedures are being followed and/or trusting relationships are built and maintained.

Conducting community engagement initiatives with local public health agencies, primary care providers, Tribal Nations, and/or other public health entities.

Conducting outreach with internal and external stakeholders, such as building and maintaining relationships, coordinating community strategies and/or collaborating with stakeholders on grant initiatives.

Minimum Qualifications to be assessed at interview:

Knowledge of the barriers to opportunities in health, economic security, housing, and education existing for children and families; caused by policies and structures that are rooted in historical trauma, racism, internment, and other oppressions.

Ability to effectively problem solve and navigate situations where different groups are not in agreement and racial tensions may exist.

Keen understanding of the national trends and changes in the field and have a depth of understanding of implementation science in order to bridge research and practice.

Degree Equivalencies:

Associate degree in social services, public health, early childhood education, education, or closely related field of study will count for six (6) months of experience.

Bachelor’s degree in social work, public health, education, or closely related field with count towards twelve (12) months of experience.

Master’s degree in social work, public health, health promotion, health policy, maternal and child health, education, or closely related field will count for eighteen (18) months of experience.

Doctorate degree in social work, public health, human services, education or related field will count for twenty-four (24) months of experience.

Preferred Qualifications

Master’s degree in public health, maternal and child health, education, or closely related field of study.

Knowledge of the history of tribal relations within the state and local community, including unique local educational needs, practices, values and language, including the rights of a sovereign nation and treaty rights of the American Indians in Minnesota.

Working knowledge of national and state maternal and child health programs; local public health agency roles and responsibilities; and characteristics of Minnesota’s state and local public health partnership.

Ability to promote ideas and motivate people to action through effective leadership, facilitation, diplomacy, and consensus building.

Ability to utilize continuous improvement process that embeds timely and meaningful stakeholder engagement.

This position requires successful completion of a background check and employment reference check.

This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
