The Minnesota Department of Human Services is hiring! We are one of the larger state agencies looking for a Grant Specialist to coordinate and direct the contracting and financial processes within the Homelessness, Housing and Support Services Administration (HHSSA), this position will direct and coordinate with limited supervision the processes, documents and records associated with numerous grants, contracts, and interagency agreements, and assuring compliance with federal, state and division requirements.
Domain of responsibilities includes:
Manage complex financial and contracting systems with multiple funding streams including tracking grants, issuing contracts, and Requests for Proposals (RFP). Oversee and manage grant contract and operational processes to maximize financial resources, meet agency objectives, improve contract management, and comply with grant, state and division requirements and policies.Oversee the Electronic Grants Management System (EGMS), Contracts Integration System (CIS) and Statewide integrated Financial Tool (SWIFT) fiscal systems so that expenditures are made for all HHSSA grantees through multiple funding streams related to the grants within this position's grant portfolio.Serve in an expert capacity to provide consultation and oversight for the HHSSA staff. Analyze contracting process, legal review, budget, reports, and other functions of State systems to assure contracting activities conform to DHS and Office of Grants Management (OGM) policies and requirements.Coordinate training and specialized technical assistance to internal and external staff in managing and executing contracts, grants, and meeting other business priorities.Qualifications

Three (3) years of experience demonstrating expertise with government grants and/or contract competencies.
Experience must clearly demonstrate:
Strong understanding of core contract and/or grant management standards and practices that include managing RFPs, contracts and overall evaluations.Grant knowledge roles and relationships of county, tribal, state, and federal governments.Experience negotiating contracts terms with a wide variety of contractors and/or grantees.Data research skills sufficient to identify best practices, abnormalities and track measurable results.Program and project management skills that also includes tracking grant budgets and presenting program efforts.*Bachelor's degree in social work, psychology, public health, or another related fields may substitute for one (1) year of work experience

**Master's degree in social work, psychology, public health, or another related fields may substitute for two (2) years of work experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.Knowledge of Minnesota's Human Services Health Programs and/or delivery systems.Experience with various forms of data management systems associated with integrated health care.Experience presenting data.Engagement and outreach skills to negotiate a variety of interests to reach consensus.Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.Additional Requirements
