Job Summary
The Fiscal Policy Lead will lead development and implementation of fiscal policy for long-term services and supports (LTSS) and home and community-based services (HCBS) programs supporting Minnesotans with disabilities. Responsibilities include:
Develop, recommend, and implement fiscal policy including development of legislative recommendations that align with division and department objectivesProvides project management and lead work to support fiscal policy team operationsProvide lead work on communication of fiscal policy operations to the legislature, department staff, lead agencies, providers and other stakeholdersProvide fiscal policy direction and lead technical assistance, training, education, and consultation to legislators, lead agencies, providers and department staffQualifications
Minimum Qualifications
3 years of specialized professional experience performing fiscal policy work for a human services program supporting Minnesotans with disabilities.
Experience must demonstrate:
Practical understanding of disability waiver programs, systems, providers and related federal and state laws, regulations, and reporting requirementsWorking understanding of Minnesota Medicaid disability waiver programs information systemsAbility to conduct research, analyze data, develop and recommend policy changesPreferred Qualifications
Leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work, coach, advise and teachOrganize and develop detailed individual project work plans and prioritize workPublic budgeting, financial, and/or accounting experience to create, analyze and/or refine components of proposed rate system architectureVariety of experiences working effectively with others from different backgrounds and/or culturesAdditional Requirements
